339 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, April 25, 1988, at 4:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Martha H. Melvin R. Giles Moss Mr. Blair D. Bennett, Finance Director, reported that he had visited a majority of the Morris Property tenants and most of them had indicated that they plan to vacate the property by July 1, 1988. He stated that all tenants were advised to write a letter to the County explaining any circumstance that would prevent them from meeting the July 1 deadline. Commissioner Moss informed the Board that the owner of Williams Candy Kitchen had requested to remove from the property those electrical fixtures, plumbing fixtures, and heating and air conditioning equipment that he had purchased and installed in the property. It was noted that this building is scheduled for demolition by the County. UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and unanimously carried, the Board moved that those items which the owner of Williams Candy Kitchen can show he purchased, including electrical fixtures, plumbing fixtures, and heating and air conditioning equipment, be considered the property of Williams Candy Kitchen and that the owner be permitted to remove those items from the building. Chairman Lentz reported that the County was in the process of getting the sign at the County Office Building Complex lighted. Mr. Blair Bennett, Finance Director, reported that the Planning Department was currently working on an entry to Highway 601 behind the Social Services Building. Mr. Paul Watson, Engineer with HDR Engineering, Inc. of North Carolina, presented an amendment to the Agreement for Engineering Services to provide for additional work required for obtaining a Section 404 Permit from the United States Corps of Engineers for the construction of the Coddle Creek Reservoir. UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and unanimously carried, the Board accepted the Amendment to Agreement for Engineering Services, HDR Project No. 187-23-18, and authorized the Chairman to execute the following Amendment on behalf of the County. April 21, 1988 Mr. James Lentz, Chairman Cabarrus County Board of Commissioners Post Office Box 707 Concord, North Carolina 28025 Coddle Creek Reservoir Amendment to Agreement for Engineering Services HDR Project No. 187-23-18 Dear Mr. Lentz: The requirements for obtaining a Section 404 Permit from the U.S. Army Corps of Engineers for the construction of the Coddle Creek Reservoir include preparation of an Environmental Assessment for the project, which will require approval of various State and Federal agencies as well as the Corps of Engineers. In addition to the various studies and design reports which we are already under contract to prepare for the project, the Environmental Assess- ment will require both additional work by other sub-consultants and additional work on our part. The work involved in coordinating and preparing the Environmental Assessment falls outside the original Scope of Services outlined in our Contract dated September 8, 1987. We are, therefore, respectfully proposing the following as an amendment to our Contract in accordance with paragraph 2.3.1. The additional services to be provided are as follows: Scope of Services I.
