339 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />April 25, 1988, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Mr. Blair D. Bennett, Finance Director, reported that he had visited a <br />majority of the Morris Property tenants and most of them had indicated that <br />they plan to vacate the property by July 1, 1988. He stated that all tenants <br />were advised to write a letter to the County explaining any circumstance that <br />would prevent them from meeting the July 1 deadline. <br /> Commissioner Moss informed the Board that the owner of Williams Candy <br />Kitchen had requested to remove from the property those electrical fixtures, <br />plumbing fixtures, and heating and air conditioning equipment that he had <br />purchased and installed in the property. It was noted that this building is <br />scheduled for demolition by the County. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved that those items which the owner of <br />Williams Candy Kitchen can show he purchased, including electrical fixtures, <br />plumbing fixtures, and heating and air conditioning equipment, be considered <br />the property of Williams Candy Kitchen and that the owner be permitted to <br />remove those items from the building. <br /> Chairman Lentz reported that the County was in the process of getting the <br />sign at the County Office Building Complex lighted. Mr. Blair Bennett, <br />Finance Director, reported that the Planning Department was currently working <br />on an entry to Highway 601 behind the Social Services Building. <br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc. of North Carolina, <br />presented an amendment to the Agreement for Engineering Services to provide <br />for additional work required for obtaining a Section 404 Permit from the <br />United States Corps of Engineers for the construction of the Coddle Creek <br />Reservoir. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board accepted the Amendment to Agreement for <br />Engineering Services, HDR Project No. 187-23-18, and authorized the Chairman <br />to execute the following Amendment on behalf of the County. <br /> <br />April 21, 1988 <br /> <br />Mr. James Lentz, Chairman <br />Cabarrus County Board of Commissioners <br />Post Office Box 707 <br />Concord, North Carolina 28025 <br /> <br />Coddle Creek Reservoir <br />Amendment to Agreement for Engineering Services <br />HDR Project No. 187-23-18 <br /> <br />Dear Mr. Lentz: <br /> <br />The requirements for obtaining a Section 404 Permit from the U.S. Army Corps <br />of Engineers for the construction of the Coddle Creek Reservoir include <br />preparation of an Environmental Assessment for the project, which will require <br />approval of various State and Federal agencies as well as the Corps of <br />Engineers. In addition to the various studies and design reports which we are <br />already under contract to prepare for the project, the Environmental Assess- <br />ment will require both additional work by other sub-consultants and additional <br />work on our part. <br /> <br />The work involved in coordinating and preparing the Environmental Assessment <br />falls outside the original Scope of Services outlined in our Contract dated <br />September 8, 1987. We are, therefore, respectfully proposing the following as <br />an amendment to our Contract in accordance with paragraph 2.3.1.
