342 The Board of Commissioners for the County of Cabarrus met in regular session at the County Courthouse in Concord, North Carolina, on Monday, May 2, 1988, at 3:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Martha H. Melvin R. Giles Moss The invocation was given by Reverend Eldon Wadsworth of the First Presbyterian Church in Kannapolis, North Carolina. UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and unanimously carried, the minutes of April 5, 11, and 18, 1988, were approved as written.' Chairman Lentz recognized Ms. Linda B. Morgan for achieving the award as a Certified Deputy Tax Collector from the Certification Board of the North Carolina Tax Collectors' Association. Mr. Mike Byrd, member of the County Planning staff, presented the following recommendations in regards to the duplicate Quay Road names: (1) Section of Quay/Old Holland Road north of 1-85 be changed to Quay Road; (2) Section of Quay/Old Holland Road south of 1-85 be changed to Old Holland Road; (3) Quay Road south of Harrisburg named Crozier Branch Road. UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unanimously carried, the Board approved the following recommendations as submitted in a memorandum dated April 25, 1988, from Mr. Mike Byrd of the County Planning Department. <1) (2) The section of Quay/Old Holland Road north of 1-85 will be changed to Quay Road in its entirety. The section of Quay/Old Holland Road south of 1-85 will be changed to Old Holland in its entirety. This will require the street sign in Mecklenburg County being changed from Quay to Old Holland. The Board needs to send the Mecklenburg County Board a letter request- ing this change, and an exception being made from the normal road naming fee in Mecklenburg County. Chairman Lentz instructed Mr. Byrd to prepare the letter to be sent to Mecklenburg County in regards to the change from Quay Road to Old Holland Road. UPON MOTION of Chairman Lentz, seconded by ComMissioner Hamby and unanimously carried, the Board set a public hearing for 7:30 P.M. on Monday, May 16, 1988, to consider the changing of the name of the Quay Road south of Harrisburg to Crozier Branch Road. UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unanimously carried, the Board approved the addition of Marshall Drive to the State road system for maintenance. UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unanimously carried, the Board granted permission to the Cabarrus County Parks and Recreation Department for a fireworks display at Frank Liske Park on June 18, 1988, at 9:15 P.M. A representative of Zambelli Internationale Fireworks Company will be the pyrotechnical expert in charge of the display. UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unanimously carried, the Board authorized the Chairman to sign the Agreement to Provide Professional Accounting Services to Cabarrus County with David M. Griffith & Associates for the preparation of the 1988 Cost Allocation Plan for Cabarrus County at a cost of $9,500.00. UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unanimously carried, the Board authorized the payment of the invoice dated April 20, 1988, from Kimball Associates, P.A. in the amount of $1,411.53 for the Cabarrus County Jail Project. The following bid was received on April 18, 1988, for the Jail Food Service contract for 1988-89.
