343 Sheriff Robert Canaday recommended that the Board award the contract to First Assembly Food Service in the total amount of $6.91 per day. He stated that this contractor had provided excellent food service to the jail during the past year. UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin and unanimously carried, the Board awarded the Cabarrus County Jail Food Service contract for the fiscal year 1988-89 to First Assembly Food Service as follows: Breakfast $2.03, Lunch $2.40, and Dinner $2.48. The following bid was received on April 21, 1988, for constructing a sedimentation basin at the Sanitary Landfill. LEGAL ADVERTISEMENT DATE: April 1, 1988 CONTRACTOR CERT. CHECK Suther Grading & Hauling, Inc. X BID AMOUNT $28,403.00 The Board received the recommendation from Mr. William F. Pilkington, Health Director, that the Board award the bid to Suther Grading & Hauling, Inc. as submitted. UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and unanimously carried, the Board awarded the bid for the construction of a sedimentation basin at the Sanitary Landfill to Suther Grading & Hauling, Inc. in the amount of $28,403.00. The Board reviewed the information received from Dr. Donald Hayman in regards to his assisting the County Commissioners in reviewing the applica- tions for the position of county manager. In his letter, Dr. Hayman suggested that the County pay his out-of-pocket expense for travel and telephone calls and pay half of what the Institute of Government would charge for his services to the Dr. Paul W. Wager Scholarship Fund, Masters' of Public Administration Program, University of North Carolina in Chapel Hill. According to Dr. Hayman, the current rate charged by the Institute is $250.00 per day. UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unanimously carried, the Board agreed to go through the procedure with Dr. Donald Hayman for the screening of applicants for the position of county manager. Chairman Lentz recommended that the County request that its daily water supply be increased from one million gallons per day to one and one-half million gallons per day. He stated this additional water was needed as the County's current consumption is between 700,000 to 800,000 gallons per day and the County will add usage by the Town of Harrisburg in the near future. UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and unanimously carried, the Board agreed to negotiate with the City of Concord to increase the daily supply of water from a maximum of one million gallons per day to a maximum of one and one-half million gallons per day. The following bids were received on March 9, 1988, for the construction of the Cabarrus County Governmental Center.
