<br /> Mr. Dennis Yates, Architect, recommended the award of the construction
<br />contracts based on the base bid plus appropriate alternates with alternates
<br />to the following bidders for a total cost of $8,845,052.00.
<br />
<br />General Contract (including alternates G-I, G-2, G-2A, G-3, G-5A, G-6,
<br />G-7, G-8) to Myers and Chapman, Inc. for a total contract amount of
<br />$7,147,880.00
<br />
<br />Plumbing Contract to Mecklenburg Plumbing Company for a total contract
<br />amount of $337,500.00
<br />
<br />Mechanical Contract to Lorch Plumbing & Heating for a total contract
<br />amount of $895,550.00
<br />
<br />Electrical Contract (Including alternates E-1 and E-2) to Walter
<br />Carter, Inc., for a total contract amount of $464,122.00
<br />
<br /> During review of the bids, Mr. Yates stated he was currently seeking
<br />pricing to reduce the cost of the construction by removing the Register of
<br />Deeds Office from the facility and relocating the Inspections Department,
<br />Planning and Zoning Departments to the First Level where the Register of
<br />Deeds had been previously planned. He estimated that these changes would
<br />result in approximate negotiations of $225,000.00 to be deducted from the
<br />contract amount. Mr. Yates also reported that the County will receive
<br />approximately $194,527.00 in sales tax rebates from the State of North
<br />Carolina for the project.
<br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that Mr. Blair
<br />D. Bennett, Finance Director, had received three proposals for lease financ-
<br />ing as it relates to the Cabarrus County Governmental Center. He explained
<br />that this type of financing is available to local governments as provided in
<br />North Carolina General Statutes 160A-19. Mr. Hartsell presented the
<br />following proposed rates received for the ten-year lease financing:
<br />Wachovia Bank and Trust Company - 7.15 percent; North Carolina National
<br />Bank - 7.25 percent; First Union National Bank - 7.29 percent. He briefly
<br />explained the proposed lease financing program and noted that it would
<br />involve the pledge of such non-tax revenues as cable television franchise
<br />fees.
<br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with
<br />Commissioners Payne and Melvin and Chairman Lentz voting for and
<br />Commissioners Hamby and Moss voting against, the Board adopted the following
<br />resolution.

<br />Contingent upon and expressly subject to the successful completion of
<br />negotiations with Wachovia Bank & Trust Company, N.A., or otherwise,
<br />for a legally permissible lease/purchase agreement under G.S. 160A-19
<br />or otherwise, and the final execution of necessary documents therefor,
<br />as approved by bond counsel, I move that Cabarrus County provide a
<br />Letter of Intent to award contracts for the Cabarrus County
<br />Governmental Center to the following Prime Contractors in the following
<br />amounts:
