He reported that Wachovia Bank had <br />financed such projects in North Carolina as municipal parking facilities, <br />water treatment facilities, and a town hall. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with <br />Chairman Lentz and Commissioners Payne and Melvin voting for and <br />Commissioners Hamby and Moss voting against, the Board moved to accept the <br />lease purchase proposal of Wachovia Bank and Trust as the low bid for the <br />project financing of the Cabarrus County Governmental Center and to <br />authorize the Finance Officer, Bond Counsel, and the County Attorney to <br />continue negotiations with Wachovia Bank to generate the documents necessary <br />to form a legally permissible lease purchase agreement under General <br />Statutes 160A-19 or otherwise, subject to final approval of the Board. <br /> Mr. Dennis Yates informed the Board that at the request of Chairman <br />Lentz and Commissioner Melvin he had met with Superior Court Judge James C. <br />Davis; Mr. Estus White, Clerk of Superior Court; and Mr. J. E. Roberts, <br />District Attorney, to discuss space needs for the courts. He stated that <br />the following areas are suggested to be relocated to the Third Floor of the <br />Courthouse ix~ediately: County Assessor, Small Claims Court, Grand Jury <br />Room, and District Attorney Offices. Long range plans for the third floor <br />would include a Courtroom, Small Claims Court, Local Law Library, Superior <br />Court Judge Office, District Court Judges' Offices, District Attorney <br />Offices. Mr. Yates also stated that public toilets are an immediate need on <br />second floor and proposed that these be located in the area currently <br />housing the Grand Jury Room. In addition, he presented proposed long range <br />plans for the first floor which would include additional space for the Clerk <br />of Courts Office and office space for a Public Defender Office. Proposed <br />Long Range Plans for the basement of the Courthouse as presented by Mr. <br />Yates would include additional space for the Family Counseling Office and <br />Probation Office as well as Canteen Space. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin with <br />Commissioners Payne, Melvin, and Hamby and Chairman Lentz voting for and <br />Commissioner Moss voting against, the Board authorized Mr. Dennis Yates to <br />draft plans for the third floor of the County Courthouse in accordance with <br />the needs of the courts and to prepare plans for the public restroom <br />facilities to be located on the second floor of the Courthouse. Immediate <br />plans are to handle the temporary needs that would coincide with long range <br />plans for the Courthouse as presented by Mr. Dennis Yates. <br /> The Board indicated that the cost for the work should be within the <br />$40.00 per foot range. <br /> Mr. Bruce Matthews, Manager of Aviation Development for North Carolina <br />Department of Transportation, reviewed the status of the proposed airport in <br />Cabarrus County and explained the funding process by the State of North <br />Carolina. He informed the Board that the next step would be for the County <br />to proceed with having two appraisals and one review appraisal of the <br />proposed Poplar Tent airport site. In response to questions regarding a <br />Midland airport site, Mr. Matthews stated in his opinion the Midland site <br />would not be an adequate substitute as it would not serve the industrial <br />needs of the 1-85 corridor in Cabarrus County and would not have the <br />potential of providing assistance for the greater Charlotte/Mecklenburg <br />area. <br /> UPON MOTION of Commissioner Hamby, seconded.by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for and <br />Commissioner Payne voting against, the Board moved to proceed with the <br />necessary appraisals of the property at the proposed airport site. <br /> <br /> <br />
