Small <br />OFFICE Clerk to the Board of Commissioners for the Water <br /> <br />& Sewer District of Cabarrus County <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized Mr. Blair Bennett, Finance <br />Director, to analyze the financing alternatives and make a recommendation at <br />the meeting on Monday, May 9, 1988. <br /> Mr. Thomas Roberts, Civil Engineer for the Federal Aviation Administra- <br />tion in Atlanta, presented information regarding Federal funding for con- <br />struction of airports. He explained that such items as land acquisition and <br />site preparation for the proposed Cabarrus County airport were eligible for <br />90 percent funding. However, he did point out there is no guarantee that <br />the County would receive 90 percent funding of the construction of the <br />airport. Mr. Roberts also discussed the advantages and disadvantages of a <br />designation of reliever airport. He stated that while the designation would <br />make the proposed County airport eligible for additional funding it would <br />also place the airport in a category of competing with larger airports and <br />airports outside the state of North Carolina for funding. <br /> Commissioner Moss arrived at 4:30 P.M. and was present for the remainder <br />of the meeting. <br /> Mr. William S. Fisher, Chairman of the Cabarrus County Airport Commis- <br />sion, reviewed the Preliminary Application for State Aid to Airports for <br />Fiscal years 1989, 1990, and 1991 for the proposed Cabarrus County Airport as <br />submitted to the North Carolina Department of Transportation, Aviation <br />Division. He explained that this report was an update of the report prepared <br />in 1987 by Mr. Gary Logston, Airport Consultant with Wilbur Smith and <br />Associates, and was a planning instrument for State funds. It was noted that <br />the acreage for the airport had been reduced from 238 acres to 215 acres in <br />the report. <br /> UPON MOTION of Chairman Lentz, seconded by Cox~issioner Payne with <br />Commissioners Hamby, Melvin, and Moss and Chairman Lentz voting for and <br />Commissioner Payne voting against, the Board authorized and ratified the <br />signing of the Preliminary Application for State Aid to Airports for State <br />Fiscal Years 1989, 1990, and 1991 by Mr. William S. Fisher, Chairman of the <br />Cabarrus County Airport Commission, as submitted to the North Carolina <br />Department of Transportation, Aviation Division, on May 2, 1988. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the County <br />had completed negotiations with Wachovia Bank & Trust Company for a lease/ <br />purchase agreement for the Cabarrus County Governmental Center and had <br />received bond counsel approval of the lease/purchase agreement with Wachovia <br />Bank & Trust Company. He noted that the bond counsels for this project were <br />Kutak, Rock and Campbell of Atlanta, Georgia, and Adams, McCullough and Beard <br />of Raleigh, North Carolina. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz with <br />Commissioners Payne and Melvin and Chairman Lentz voting for and <br />Commissioners Moss and Hamby voting against, the Board acknowledged the <br />County had successfully completed negotiations with Wachovia Bank & Trust <br />Company for the lease/purchase agreement for the Cabarrus County Governmental <br />Center and that the agreement has been approved by bond counsel. <br /> There being no further business to come before the Board, the meeting <br />adjourned at 5:00 P.M. <br /> <br />Clerk to the Board <br /> <br /> <br />
