363 <br /> <br />requests for approval of the Community Based Alternatives (CBA) grant appli- <br />cations as presented for the following programs: Temporary Shelter Care, <br />Home-Based Services, and Uwharrie Group Home. <br /> The Board reviewed the Consulting Engineering Services Proposal as <br />submitted by Mr. W. E. Cochran, Jr., P.E. The Board amended the travel <br />reimbursement rate from twenty-five cents (25¢) per mile to twenty and <br />one-half cents (20½¢) per mile and changed the period of payment for invoices <br />from ten (10) to thirty (30) days. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following Proposal for Engineer- <br />ing Services as amended. <br /> <br />PROPOSAL FOR ENGINEERING SERVICES <br /> May 10, 1988 <br /> <br />Part I Investigation and Report (if necessary) <br />The Engineer will investigate, review, consult, develop reports, file forms <br />or attend conferences for the Owner for his proposed needs which may include, <br />but not necessarily be limited to, the following principal items: <br />1. Consult with the Owner to determine Owner's requirements and to advise <br /> the Owner as to the necessity of providing or obtaining services from <br /> others of types mentioned in Part IV. <br />2. A study of the needs of the population trends, proposed improvements, <br /> existing records and plans, and its effect on the present and future <br /> facilities. <br />3. A preliminary layout of the proposed improvements, including sizes and <br /> locations of the proposed facilities. <br />4. Recommendations relative to the development of the preliminary layout, <br /> use of material or alternate solutions will be made of the proposed <br /> facilities. <br />5. A preliminary cost estimate of the proposed program. <br />6. The coordination of the proposed system with applicable local, state, <br /> and/or federal regulatory agencies. <br /> <br />It is mutually understood that assistance will be given by the Owner in the <br />preliminary investigations, and that the Engineer will have access to records <br />and necessary financial data available in the municipal offices concerning <br />the proposed facilities. <br /> <br />For these services the Engineer will be paid by the Owner on an hourly rate <br />as indicated in Part IV. <br /> <br />Part II Detailed Plans and Specifications <br /> <br />When the Owner decides to proceed with the final design phase of the project <br />and notifies the Engineer to proceed, the Engineer will perform the following <br />services, if desired by the Owner: <br /> <br />Prepare complete construction plans and specifications, in conjunction <br />with Cabarrus County staff with use of Cabarrus County facilities and <br />materials. <br />Advise the Owner of any adjustment of the cost estimate of the project <br />caused by changes in scope, design, requirements or increased construc- <br />tion costs. <br />Furnish required sets of plans and specifications for use by Owner, <br />regulatory agencies and Contractors. (Cabarrus County printing machine <br />and paper will be used to keep costs down.) <br />Provide assistance in advertising for bids, securing a list of qualified <br />bidders for the project, taking bids and advising the Owner as to the <br />best bids to accept. <br />Prepare formal contract documents for award of contract. <br /> <br />The plans and specifications phase will terminate with the evaluation of <br />bids, negotiating of proposals and preparing construction contracts. <br /> <br />For these services, the Engineer is to be paid by the Owner on an hourly rate <br />as indicated in part IV. <br /> <br />Part III - Engineerin~ Services durin~ Construction (if desired) <br /> <br /> <br />
