364 <br /> <br />After the awarding of construction contracts and upon written request from <br />the Owner, the Engineer will provide part-time engineering services during <br />construction. These services will include the following: <br /> <br />5. <br />6. <br />7. <br /> <br />8. <br /> <br />Observation of the work performed by the Contractor to assure compliance <br />with the plans and specifications and receiving first-class workmanship <br />and materials. (See Item 8) <br />Preparation of monthly construction cost estimates for use as a basis <br />for payment to the Contractor. (see Item 8) <br />Keep Owner fully informed as to the progress of the work and status of <br />the project. <br />Issue instructions of the Owner to the ~ontractor and prepare Change <br />Orders. <br />Provide assistance in tune-up and testing equipment. <br />Provide liaison between Owner, regulatory agencies and the Contractor. <br />Final inspection and certification of the project, including one set of <br />blue line "Construction Record Drawings". (See Item 8) <br />A full-time resident for construction observation should be furnished by <br />Owner and should serve under the Utility Department. <br /> <br />The Engineer shall not be responsible for the acts or omissions of the Con- <br />tractor, any Sub-contractor, or any of the Contractor's or Sub-contractor's <br />agents or employees, or any other persons performing any of the work under <br />the construction contract. <br /> <br />For these services, the Engineer will be paid by the Owner at the hourly <br />rates indicated in Part IV. <br /> <br />Part IV - Miscellaneous EnKineerinK Services <br /> <br />In addition to the foregoing services, other special services may be per- <br />formed when requested by the Owner: <br />1. The testing of materials such as concrete, reinforcing steel, soil <br /> testing, flow gauging or sewage analyses as these are services rendered <br /> by con~nercial laboratories, or <br />2. The establishing of property corners, topographical surveys, <br /> rights-of-way or property surveys, since these services should be ren- <br /> dered by a duly authorized local land surveyor, or <br />3. The preparation of Operation and Maintenance Manuals for any necessary <br /> pumping facilities. <br />4. The Engineer will advise the Owner of the need of any of these services <br /> and assist the Owner in obtaining these services. Billing to the Owner <br /> by the Engineer for professional services of consultants will be the <br /> cost of these consultants to the Engineer multiplied by the factor of <br /> 1.15. <br />5. Necessary filing of maps for water rights, special documents, court work <br /> for water adjudications, litigation or other reasons shall be done by <br /> the Engineer if requested by the Owner. Payment for these shall be <br /> based on direct personnel expenses plus direct reimbursable expenses at <br /> cost. <br />6. For services in preparing documents and drawings for alternate bids <br /> requested by the Owner for work which is not executed, or <br />7. For redesign done by the Engineer at the request of the Owner after <br /> receiving the approval of preliminary plans, the Engineer will be paid a <br /> fee based on the hourly rates as shown in Number 9. <br />8. For services during readvertisement for bids for construction, the <br /> Engineer will receive reimbursement based on the rates as shown in <br /> Number 9. <br />9. Rates and charges for engineering services shall be based on direct <br /> personnel expenses, plus direct reimbursable expense at cost. The <br /> established rates are: Engineer, $45.00 per hour; Secretary, $15.00 per <br /> hour. (Rates will be valid until July 1, 1989.) <br /> Direct reimbursable expenses: <br /> a. Travel at twenty and one-half cents per mile, plus time at above <br /> rate, plus actual out-of-pocket personal expenses. <br /> b. Long distance telephone, telegraph and postage at actual cost. <br /> c. Cost of printing, drafting and other materials required for the job <br /> at actual cost. <br /> <br /> <br />
