5O5 <br /> <br /> The Board of Conzmissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 17, 1988, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> The invocation was given by Reverend James A. Summey of the Kerr Street <br />Baptist Church. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the minutes of September 26, October 3, and October 10, <br />1988, were approved as written. <br /> The Board reviewed the proposal from Dennis E. Yates, AIA, that he <br />and/or Perry C. St. John, AIA, provide additional Governmental Center site <br />observation at a rate of $48.00 per hour with a cap of $30,000.00 and that <br />additional engineering services required from the engineering Consultant, J. <br />N. Pease Company, be billed to the County at Mr. Yates's cost plus 20 <br />percent. The Board delayed a decision on this matter until the meeting on <br />October 24. <br /> Commissioner Melvin reviewed the report as presented by her on <br />October 10 outlining the services to be provided by the Department of Aging <br />and the Department of Social Services. She pointed out that the two depart- <br />ments will coordinate such services as chore and transportation (Medicaid <br />Transportation Services and Block Grant Transportation services) utilizing <br />contractualagreements for reimbursement. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and <br />unanimously carried, the Board accepted the following programs requested by <br />the Department of Aging and placed these programs in that department for <br />execution. <br /> <br />Title III-B <br /> <br />Title III-C <br />Senior Center <br />Respite Care <br /> <br />Transportation <br />Health Screening <br />Chore (Contract to be Performed by Social <br /> Services) <br />Respite Care <br />Nutrition for the Elderly <br /> <br />Cabarrus Senior Games <br />Weatherization <br />"Sunset Outlook" Publication (Newsletter) <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board adopted the following budget revision for the <br />Cabarrus County Health Department. <br /> <br />HEALTH DEPARTMENT <br />ACCOUNT #58-30 <br /> <br />Line Item <br />Account No. <br /> <br />Description <br /> <br />01-6-58-34-540 Maternal Health <br />Program <br />58-30-179 Physician Fees <br /> <br /> Present <br /> Approved Revised <br /> Budget Increase Decrease Budget <br /> <br />$151,319.00 $ 3,061.00 $154,380.00 <br />$ 76,500.00 $ 3,061.00 $ 79,561.00 <br /> <br />PURPOSE OF BUDGET REVISION REQUEST: <br /> To receive Maternal Health'Delivery Fund Allocation from DHS. <br /> <br /> At the request of Mr. James F. Owens, Planning Director, the proposed <br />Subdivision Ordinance text amendment regarding community water and sewer <br />systems was removed from the agenda and scheduled for the November 21st <br />meeting. <br /> Mr. Robert Melton, General Manager for Vision Cable of Metrolina, <br />reviewed the company's expansion policy and outlined the expansion plans for <br />1989. According to Mr. Melton, the company had installed 50 miles of <br />expansion cable and served 1,500 new homes in 1988. Stating that the <br />current requirement of 30 homes per mile would be reduced to 25 homes per <br /> <br /> <br />
