Lentz, Chairman of the
Board of Commissioners for the County of Cabarrus, announced, pursuant to a
notice duly posted and published, that this was the date and hour fixed by
the Chairman of the Board of Commissioners for the County of Cabarrus, the
Mayor of the City of Concord, and the Secretary of the Department of Human
Resources of the State of North Carolina for the joint public hearing upon a
petition filed with the Board of Cox~issioners for the County of Cabarrus on
February 15, 1988, requesting that the South Concord Sanitary District in
Cabarrus County, North Carolina, be dissolved. The Chairman of the Board of
Commissioners announced that the Board of Commissioners for Cabarrus County,
North Carolina, the Board of Aldermen for the City of Concord, and the
representative of the Secretary of the North Carolina Department of Human
Resources would immediately hear any and all freeholders resident within the
South Concord Sanitary District and any other interested persons concerning
the dissolution of said sanitary district.
Mr. B. S. Brown, Jr., attorney representing members of the Board of
South Concord Sanitary District, reviewed the history of the South Concord
Sanitary District and stated that said sanitary district now lies within the
corporate limits of the City of Concord, that the district has no outstand-
ing indebtedness, and that the district presently does not provide service
to anyone since the services formerly provided by the sanitary district are
now being provided by the City of Concord. Mr. Brown further stated that
the petition requesting dissolution was signed by approximately 98 per cent
of the resident freeholders of the sanitary district and that he knows of no
opposition to the dissolution. Connell, members of the Sanitary District Board of South
Concord Sanitary District who indicated that they favored the dissolution of
the sanitary district.
Mr. Wade B. MacDonald, Jr., representative of the Secretary of the
North Carolina Department of Human Resources, was recognized. Payne introduced the following
resolution which was read:

RESOLUTION CONCERNING DISSOLUTION
OF SOUTH CONCORD SANITARY DISTRICT
IN CABARRUS COUNTY, NORTH CAROLINA

WHEREAS, a petition proposing the dissolution of the South Concord
Sanitary District in Cabarrus County, North Carolina, was filed with the
Board of Commissioners for the County of Cabarrus on February 15, 1988,
which petition is set forth in the minutes of the February 15, 1988 meeting
of said Board, such minutes being recorded in Volume 20, beginning at page
292 and ending at page 294; and
WHEREAS, it appears that the reason for the dissolution of said
sanitary district is that it lies totally within areas which have been
annexed to and become a part of the City of Concord, and the services
