509 <br /> <br />rendered by the sanitary district have been assumed and are now rendered by <br />the City of Concord; and <br /> WHEREAS, it appears that the sanitary district owes no debts, that said <br />sanitary district has never levied a tax, and that the majority of persons <br />who were served by the sanitary district are in favor of dissolution of the <br />sanitary district; and <br /> WHEREAS, a public hearing has been duly held in accordance with the <br />requirements of the North Carolina General Statutes; now, therefore, <br /> BE IT RESOLVED by the Board of Commissioners for the County of <br />Cabarrus: <br /> Section 1. That the Board of Commissioners deems it advisable to comply <br />with the request of said above-mentioned petition for the dissolution of the <br />South Concord Sanitary District in Cabarrus County, North Carolina, and does <br />hereby determine that~sueh sanitary district, for the reasons stated in the <br />petition, should be dissolved pursuant to Chapter 130A of the General <br />Statutes of North Carolina. <br /> Section 2. That the Clerk of the Board of Commissioners is hereby <br />directed to certify immediately a, copy of this resolution to the Board of <br />Aldermen of the City of Concord and to the Secretary of the Department of <br />Human Resources of the State of North Carolina. <br /> Commissioner Kenneth F. Payne moved the passage of the foregoing <br />resolution entitled "RESOLUTION CONCERNING DISSOLUTION OF SOUTH CONCORD <br />SANITARY DISTRICT IN CABARRUS COUNTY, NORTH CAROLINA", and Commissioner <br />Martha H. Melvin seconded the motion, and the resolution was passed by the <br />following vote: <br /> Ayes: Commissioners Melvin, Payne, Hamby, and Moss, and Chairman Lentz <br /> Noes: None <br /> Chairman Lentz opened the public hearing on the adoption of a proposed <br />supplement to the Cabarrus County Fire Code establishing a Fire Code Permits <br />System in Cabarrus County. There was no one present to speak either for or <br />against the proposed Fire Code Permits System, and the public hearing was <br />closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the Board adopted the following Cabarrus County Fire <br />Code Permits System. <br /> <br />CABARRUS COUNTY FIRE MARSHALS OFFICE <br />FIRE CODE PERMITS SYSTEM <br /> <br />PERMITS REQUIRED <br /> <br />Bonfires and Outdoor Rubbish Fires: <br /> <br /> Outdoor rubbish fires will be permitted only if they are contained <br />within a burning receptacle of a maximum liquid capacity of 60 gal. <br />(227L.) and such receptacle is equipped with a top screen or mesh <br />enclosure to contain any hot or flaming material within the container. <br />Ail other burning will be prohibited with the exception of fires <br />covered by N. C. State Forestry permits. <br /> <br /> Bonfires will be considered on an individual basis and approved <br />within the guidelines set forth by the Fire Marshals Office. A <br />Temporary Permit only will be issued by the Fire Marshals Office after <br />inspection of the location of the planned Bonfire and after guidelines <br />have been met. <br /> <br />Combustible and Dust Producing Operations: <br /> <br /> Combustible and dust producing operations will be permitted only <br />in locations that have blower and exhaust systems installed in accor- <br />dance with N.F.P.A. 91 including automatic protection as indicated in <br />91-5-4. This operation permit will fall within the normal inspection <br />process. <br /> <br />Explosive Materials: <br /> <br /> Explosive materials must meet the requirements of N.F.P.A. 495, <br />Code for the Manufacture, Transportation, Storage and Use of Explosive <br />Materials in addition to any State or Federal regulations as required. <br />This operation will fall within the normal inspection process. <br /> <br /> <br />
