<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and
<br />unanimously carried, the Board awarded the bid for the service truck to the
<br />low bidder, Ben Mynatt Chevrolet, in the amount of $14,145.44 contingent on
<br />funds being appropriately budgeted for the purchase of this vehicle.
<br /> The Board reviewed the following proposals for the paving of the County
<br />parking lot located on Barbrick Avenue and Spring Street as received by Mr.
<br />John Page, General Services Administrator.

<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and
<br />unanimously carried, the Board accepted the alternate proposal of $20,615.00
<br />from Blythe Industries, Inc., for the paving of the County parking lot
<br />located on Barbrick Avenue and Spring Street contingent on funds being
<br />appropriately budgeted for this project.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin with
<br />Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners
<br />Hamby and Moss voting against, the Board adopted the proposal dated October 5,
<br />1988, by Dennis E. Yates, AIA, for additional site observation of the
<br />Governmental Center with the elimination of the engineering consultant
<br />segment and with a cap of $20,000.00 instead of $30,000.00. The amended
<br />proposal as approved by the Board is as follows.

<br />Proposal for Additional Site Observation
<br />
<br />Dear Mr. Lentz:
<br />
<br />As discussed, because of the complexities and large scope of this project,
<br />we feel additional observation is all but mandatory for this project to
<br />reach a successful conclusion.
<br />
<br />We feel that as the Designers and Architects for this project, we are in, by
<br />far, the best position to carry out this task efficiently and correctly,
<br />serving as a liaison between the General Contractor and the County Manager. '
<br />
<br />We are sensitive to your position regarding costs incurred by the County
<br />and, therefore, propose that the following format be adopted for this
<br />service. Starting in approximately two weeks, L.P. Cox Company, Inc.,
<br />intends to start the actual construction of the project involving heavy
<br />concrete and other structural work. As previously discussed, we do not feel
<br />additional observation is required until this activity commences. Therefore,
<br />we further propose that on or about this date as dictated by the General
<br />Contractor, that we keep a monthly accounting depicting actual hours spent
<br />with reference to project site observation (not administration within our
<br />office). As discussed, we feel that during this time, contractually eight
<br />hours per week is owed the County for this service. Therefore, we propose
<br />that we visit the site as required during this time and at the conclusion of
<br />the month, we will invoice the County for any hours over 32 (8 hrs. per
<br />
