514 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />October 31, 1988, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Commissioner Moss was absent for the beginning of the meeting. <br /> The following bid was received on October 27, 1988, for the purchase <br />of voting tabulators for the Cabarrus County Board of Elections. <br /> <br />LEGAL ADVERTISEMENT: <br />October 17, 1988 <br /> <br />Business Records Corporation <br />12 PBC~IIID Tabulators @ $5,200 each <br />Less Trade-in of 12 2.IT PBCs @ $800.00 each <br />SUBTOTAL <br />North Carolina State Tax <br />TOTAL <br /> <br />$62,400.00 <br />9~600.00 <br />$52,800.00 <br />2~640.00 <br />$55,440.00 <br /> <br /> The Board had previously approved the purchase of the voting <br />tabulators on October 10, 1988, contingent to the legality of the procedure <br />and in accordance with the public bid law. Since that date, bid specifi- <br />cations had been prepared and the equipment advertised for bids. <br /> Commissioner Melvin reviewed the advantages and disadvantages of the <br />new equipment. The advantages included the automatic registering of a <br />person's vote, ease in balancing poll book and number of ballots cast, and <br />faster count of votes at the end of the day. The disadvantages included <br />the space needed for storage, maintenance cost, programming cost, and the <br />base of $200,000.00 for the purchase and programming of equipment for all <br />precincts. <br /> Mr. C. Richard Russell, Data Processing Manager, reviewed the current <br />computerized election process. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne <br />with Commissioners Melvin and Payne and Chairman Lentz voting for and <br />Commissioner Hamby voting against, the Board rejected the bid from Business <br />Records Corporation for the purchase of 12 voting tabulators for the <br />Cabarrus County Board of Elections. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board approved the following Change Orders for the <br />Upfit of the Third Floor of the Cabarrus County Courthouse and authorized <br />Chairman Lentz to execute the Change Orders on behalf of Cabarrus County. <br /> <br />General Construction Contract Change Order Number CA-10-G1 <br /> $10,984.00 - Execute revisions in the work as described in RFP <br /> No.'s 16-Gl, 16-G2, and 16-G3, Revision 1 drawings issued on <br /> 8/24/88, and field directives as itemized on the cost breakdown <br /> sheet compiled by the General Contractor. <br /> <br />Plumbing Contract - Change Order Number CA-10-Pi - $185.43 <br /> Revise vent lines as required by Plumbing Inspector and described <br /> in RFP 16-Pl. <br /> <br /> Chairman Lentz directed that the following items regarding the <br />Cabarrus County Jail Annex Construction be placed on the agenda for <br />November 7, 1988: Kimball Associates, P.A. Invoice Approval, Electrical <br />Construction Change Order No. E-l, General Construction Change Order No. 2. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board amended Section III. EXTENSION POLICIES., E. <br />Billing, of the Cabarrus County Water System Regulations to read as <br />follows. <br /> <br />Section III. <br /> E.
