Bennett, Finance Director, presented information regarding <br />bond issues which have been authorized but not yet issued by Cabarrus <br />County. He recommended that the Board authorize the sale of bonds in the <br />following amounts on February 7, 1989: Schools Bonds - $17,000,000 of the <br />total $25,000,000 bond package with $5,382,500 allocated to the Kannapolis <br />City School System and $11,617,500 allocated to the Cabarrus County Schools; <br />Rowan-Cabarrus Community College - $2,000,000; and Coddle Creek Reservoir - <br />$8,500,000 of the total $14,500,000 bond package. Mr. Bennett informed the <br />Board that the sale of these bonds would set the new bonded debt of the <br />County at $34,740,000 and that the debt principal and interest for the <br />$27,500,000 bond issue would be $2,750,000 beginning in the 1989-90 fiscal <br />year. In conclusion, Mr. Bennett reported that County officials would be <br />making a presentation to bond rating agencies in January, 1989 and asked <br />that the Board select a bond counsel as soon as possible. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and <br />unanimously carried, the Board authorized the County Finance Director to <br />continue with the preliminary work for the bond sale and authorized the sale <br />of $27,500,000 in bonds on February 7, 1989. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the Board <br />had used Brown & Wood of New York for past bond issues; however, he pointed <br />out that there are now five firms located in the State of North Carolina <br />that could serve as bond counsel. The Board by consensus agreed that the <br />County should consider the North Carolina firms and asked Mr. Hartsell and <br />Mr. Ruffin to make a recommendation to the Board at a later date regarding <br />the selection of bond counsel. <br /> Mr. James Martin, representative of the Midland Community Association, <br />informed the Board that the Association unanimously supported the request by <br />C4 Media Cable, Inc., for a nonexclusive franchise to construct and operate <br />a cable television system in the Midland area of Cabarrus County. <br /> Mr. Leon Tuttle of C4 Media Cable, Inc., briefly reviewed the <br />"Resolution and Franchise Agreement" proposed for adoption by the Board. It <br />was noted that the proposed agreement was not identical to the current <br />franchise agreement with Vision Cable of Metrolina. Mr. Tuttle indicated <br />that the terms of the County's existing cable television franchise agreement <br />would be acceptable to C4 Media Cable, Inc. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with <br />Commissioners Payne, Hamby, and Moss and Chairman Lentz voting for and <br />Commissioner Melvin voting against, the Board moved to grant C4 Media Cable, <br />Inc., a cable television franchise containing the same language and <br />agreements that are in the existing cable television franchise agreement <br />with Vision Cable of Metrolina. <br /> Commissioner Hamby left the meeting at this time. <br /> <br /> <br />
