PURPOSE OF BUDGET REVISION REQUEST:
To break out revenues to identify Social Services and Department of
Aging revenues separately.

Mr. Blair D. Bennett, Finance Director, presented information regarding
bond issues which have been authorized but not yet issued by Cabarrus
County. He recommended that the Board authorize the sale of bonds in the
following amounts on February 7, 1989: Schools Bonds - $17,000,000 of the
total $25,000,000 bond package with $5,382,500 allocated to the Kannapolis
City School System and $11,617,500 allocated to the Cabarrus County Schools;
Rowan-Cabarrus Community College - $2,000,000; and Coddle Creek Reservoir -
$8,500,000 of the total $14,500,000 bond package. Mr. Bennett informed the
Board that the sale of these bonds would set the new bonded debt of the
County at $34,740,000 and that the debt principal and interest for the
$27,500,000 bond issue would be $2,750,000 beginning in the 1989-90 fiscal
year. In conclusion, Mr. Bennett reported that County officials would be
making a presentation to bond rating agencies in January, 1989 and asked
that the Board select a bond counsel as soon as possible.
UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and
unanimously carried, the Board authorized the County Finance Director to
continue with the preliminary work for the bond sale and authorized the sale
of $27,500,000 in bonds on February 7, 1989.
Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that the Board
had used Brown & Wood of New York for past bond issues; however, he pointed
out that there are now five firms located in the State of North Carolina
that could serve as bond counsel. The Board by consensus agreed that the
County should consider the North Carolina firms and asked Mr. Hartsell and
Mr. Ruffin to make a recommendation to the Board at a later date regarding
the selection of bond counsel.
Mr. James Martin, representative of the Midland Community Association,
informed the Board that the Association unanimously supported the request by
C4 Media Cable, Inc., for a nonexclusive franchise to construct and operate
a cable television system in the Midland area of Cabarrus County.
Mr. Leon Tuttle of C4 Media Cable, Inc., briefly reviewed the
"Resolution and Franchise Agreement" proposed for adoption by the Board. It
was noted that the proposed agreement was not identical to the current
franchise agreement with Vision Cable of Metrolina. Mr. Tuttle indicated
that the terms of the County's existing cable television franchise agreement
would be acceptable to C4 Media Cable, Inc.
UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby with
Commissioners Payne, Hamby, and Moss and Chairman Lentz voting for and
Commissioner Melvin voting against, the Board moved to grant C4 Media Cable,
Inc., a cable television franchise containing the same language and
agreements that are in the existing cable television franchise agreement
with Vision Cable of Metrolina.
Commissioner Hamby left the meeting at this time.
