518 <br /> <br /> Mr. William F. Pilkington, Health Director, requested that the Board <br />ban all tires from the County Landfill as a new company, U. S. Tire <br />Disposal, had located a facility in Cabarrus County and had offered to <br />receive all tires at a cost of sixty cents (60¢) per tire. He recommended <br />that the Board approve a $1.50 handling fee for all tires inappropriately <br />dumped into the landfill that would have to be removed and transported to <br />U. S. Tire Disposal by County personnel. <br /> Mr. Fred Ensfinger, owner of U. S. Tire Disposal, was present for the <br />meeting and offered to work with the County in storing and transporting the <br />tires from the landfill to U. S. Tire Disposal. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved that the Cabarrus County Landfill <br />continue to collect tires and that the fee for collection of tires at the <br />landfill be set at 75 cents (75¢) per tire. The Board requested Mr. William <br />F. Pilkington, Health Director, and Mr. Fred Ensfinger, owner of U. S. Tire <br />Disposal, to work out the collection and transportation of tires from the <br />landfill to the tire disposal company. Also, the Board agreed that this <br />method of tire collection and disposal would be on a trial period of 60 days <br />with the matter to come back to the Board at that time. <br /> Chairman Lentz delayed discussion of the Electrical Construction Change <br />Order E-1 and General Construction Change Order 2 requested for the Cabarrus <br />County Jail construction project until the Executive Session. <br /> The Board reviewed the proposed Farm-City Week Proclamation as sub- <br />mitted to the Board by Mr. Ralph Bonds. Commissioner Melvin asked that the <br />reference to a "widening gap of misunderstanding" between farmers and city <br />people be deleted from the proclamation. No action was taken on this <br />request. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss with <br />Chairman Lentz and Commissioners Moss and Payne voting for and Commissioner <br />Melvin voting against, the Board authorized the Chairman to sign the follow- <br />ing Proclamation. <br /> <br /> PROCLAMATION <br />CHAIRMAN~ BOARD OF COUNTY COMMISSIONERS <br />CABARRUS COUNTY <br /> <br />FARM-CITY WEEK <br />1988 <br /> <br /> WHEREAS, the growth and well-being of this county are dependent <br />upon cooperation and exchange between the two essential environments of our <br />society: farmers and city people, and <br /> <br /> WHEREAS, the complexities of their individual problems and the diver- <br />gence of their activities have led to a widening gap of misunderstanding, <br />and <br /> <br /> WHEREAS, this gap of misunderstanding must be eliminated, and each <br />group must understand the other if our American way of life is to endure, <br />and <br /> <br /> WHEREAS, Farm-City Week provides an unparalleled experience for farm <br />and city people to become reacquainted. <br /> <br /> I, THEREFORE, James Lentz, Chairman of the Cabarrus County Board of <br />Commissioners, do hereby proclaim the period of November 18 through <br />November 24 to be Farm-City Week; and I do further call upon all citizens of <br />this county to participate to the limit of their capabilities in the joint <br />visits, the seminars, the pageants, fairs, civic and social events <br />associated with a successful Farm-City Week in Cabarrus County. <br /> <br />Done at the County of Cabarrus, this 7th day of November, 1988. <br /> <br />/s/ James W.
