522 <br /> <br />Fair (referred to in Item 1., above, as September 7-17, inclusive, 1989), <br />for parking, and for the purpose of locating house trailers, camper <br />trailers, motor homes, etc., belonging to various participants in the fair, <br />and to that end, Fair has the privilege to run sewer lines across Demised <br />Premises to connect with sewer facilities along Hwy. §01-South, and also to <br />install any water lines and electric facilities on the Demised Premises as <br />are necessary or desirable by the Fair to facilitate such use. County <br />agrees to notify the Fair sufficiently in advance of its intention to <br />install any pavement on the Demised Premises, so that the Fair will have <br />adequate time to install the aforesaid facilities prior to any such paving. <br /> IN WITNESS WHEREOF, the parties have hereunto set their hands and <br />seals the day and year first above written. <br /> <br />ATTEST: <br />/s/ Frankie F. Austell <br /> <br />President <br /> <br /> Exhibits A and B showing the location of the leased properties are <br />included by reference as a part of the minutes and are on file in the County <br />Manager's Office. <br /> <br /> UPON MOTION of Chairman LentZ, seconded by Commissioner Melvin with <br />Chairman Lentz and Commissioners Melvin, Payne, and Moss voting for, the <br />Board set a public hearing for 7:30 P.M. on November 21, 1988 for the naming <br />of the following roads. <br /> <br />Unnamed Road to Stough Road Extension (Petition 88-89-04) <br />Unnamed Road to Sneed Lane (Petition 88-89-05) <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with <br />Chairman Lentz and Commissioners Payne, Melvin, and Moss voting for, the <br />Board set January 1, 1989, as the effective date of the following amendment <br />to the Cabarrus County Water System Regulations. <br /> <br />Section III. EXTENSION POLICIES <br /> E. BILLING <br /> <br />Meters will be read at such time that bills will be <br />received by the customer on or about the 1st of every <br />month. The net amount will be due at the Tax Collector's <br />Office on or before the 14th of the month. After that <br />date, accounts with balance of $5.00 or more will be <br />notified that the account is delinquent and a late payment <br />fee added to the outstanding bill. If the bill is not <br />paid on or before the 24th of the month, water services <br />with outstanding balance of minimum charge or more will be <br />discontinued and an additional reconnection fee will be <br />required to have it restored. <br /> <br /> Chairman Lentz recessed the meeting until the conclusion of the <br />meeting of the Board of Commissioners for the Water and Sewer District of <br />Cabarrus County. <br /> Chairman Lentz reconvened the meeting of the Board of Commissioners. <br /> Commissioner Hamby returned and was present for the remainder of the <br />meeting. <br /> Chairman Lentz thanked Commissioner Melvin for her work in the County <br />Manager's Office from June until November. He also expressed appreciation <br />to the other Board members, the County Attorney, and the following staff <br />members for their assistance during the absence of a County Manager: James <br />F. Owens, Planning Director; Blair D. Bennett, Finance Director; John Page, <br />General Services Administrator; and B. H. Mabrey, Emergency Services <br />Director; and Frankie F. Small, Clerk to the Board. <br /> <br /> <br />
