522 Fair (referred to in Item 1., above, as September 7-17, inclusive, 1989), for parking, and for the purpose of locating house trailers, camper trailers, motor homes, etc., belonging to various participants in the fair, and to that end, Fair has the privilege to run sewer lines across Demised Premises to connect with sewer facilities along Hwy. §01-South, and also to install any water lines and electric facilities on the Demised Premises as are necessary or desirable by the Fair to facilitate such use. County agrees to notify the Fair sufficiently in advance of its intention to install any pavement on the Demised Premises, so that the Fair will have adequate time to install the aforesaid facilities prior to any such paving. UPON MOTION of Chairman LentZ, seconded by Commissioner Melvin with Chairman Lentz and Commissioners Melvin, Payne, and Moss voting for, the Board set a public hearing for 7:30 P.M. on November 21, 1988 for the naming of the following roads. Unnamed Road to Stough Road Extension (Petition 88-89-04) Unnamed Road to Sneed Lane (Petition 88-89-05) UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with Chairman Lentz and Commissioners Payne, Melvin, and Moss voting for, the Board set January 1, 1989, as the effective date of the following amendment to the Cabarrus County Water System Regulations. Section III. EXTENSION POLICIES E. BILLING Meters will be read at such time that bills will be received by the customer on or about the 1st of every month. The net amount will be due at the Tax Collector's Office on or before the 14th of the month. After that date, accounts with balance of $5.00 or more will be notified that the account is delinquent and a late payment fee added to the outstanding bill. If the bill is not paid on or before the 24th of the month, water services with outstanding balance of minimum charge or more will be discontinued and an additional reconnection fee will be required to have it restored. Chairman Lentz recessed the meeting until the conclusion of the meeting of the Board of Commissioners for the Water and Sewer District of Cabarrus County. Chairman Lentz reconvened the meeting of the Board of Commissioners. Commissioner Hamby returned and was present for the remainder of the meeting. Chairman Lentz thanked Commissioner Melvin for her work in the County Manager's Office from June until November. He also expressed appreciation to the other Board members, the County Attorney, and the following staff members for their assistance during the absence of a County Manager: James F. Owens, Planning Director; Blair D. Bennett, Finance Director; John Page, General Services Administrator; and B. H. Mabrey, Emergency Services Director; and Frankie F. Small, Clerk to the Board.
