527 <br /> <br /> No one spoke either for or against the rezoning, and the public hearing <br />on Petition 88-11 was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Moss and <br />unanimously carried, the Board approved Zoning Text Petition 88-11 by Harold <br />E. Wensil, Jr., to amend Subsection 3.2-4, Schedule of Use Regulations, page <br />ll-H, by changing the line item as follows. <br /> <br />Plumbing and Heating Supply Stores <br /> <br />C-5 <br /> P <br /> <br />(2) <br /> <br />Petition 88-12. Concord Junior Chamber of Commerce, Inc., request, <br />Subsection 3.2-4, Schedule of Use Regulations, Page ll-C. Change Line <br />Item: <br /> Clubs and Lodges C-5 <br /> P <br />Planning Board voted 5-0 to approve this petition. <br /> <br /> Mr. Bob Underwood, spokesman for the Concord Junior Chamber of Commerce, <br />Inc., spoke in support of the text amendment. No one spoke against the <br />amendment, and the public hearing on Petition 88-12 was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board approved Zoning Text Petition 88-12 by the <br />Concord Junior Chamber of Commerce, Inc., to amend Subsection 3.2-4, Schedule <br />of Use Regulations, Page ll-C by changing the line item as follows. <br /> <br />Clubs and Lodges <br /> <br />C-5 <br /> P <br /> <br /> Chairman Lentz opened the public hearing for the following road name <br />changes and asked if anyone were present who wished to speak either for or <br />against these name changes. <br /> <br /> Unnamed Road to Busbin Road (Petition 88-89-02) <br />Unnamed Road to Belwood Road (Petition 88-89-03) <br />Unnamed Road to Stough Road Extension (Petition 88-89-04) <br /> Unnamed Road to Sneed Lane (Petition 88-89-05) <br /> <br /> Two persons objected to the naming of the unnamed road as Stough Road <br />Extension. Mrs. Marie Easley asked that the road be named Easley Road and <br />Ms. Bertha Honeycutt supported the name of Cochran Road. However, Ms. <br />Honeycutt stated she would be in agreement with the name of Stough Road <br />Extension as it would enable her to obtain a street and house number and <br />provide access for fire, law enforcement, and cable television services. <br /> No one spoke either for or against the proposed road names and the <br />public hearing was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following road name changes. <br /> <br /> Unnamed Road to Busbin Road (Petition 88-89-02) <br />Unnamed Road to Belwood Road (Petition 88-89-03) <br />Unnamed Road to Stough Road Extension (Petition 88-89-04) <br /> Unnamed Road to Sneed Lane (Petition 88-89-05) <br /> <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, presented the proposed <br />Resolution and Ordinance granting a non-exclusive franchise to C4 Media Cable <br />South, Limited Partnership. This Resolution and Ordinance had been prepared <br />at the Board's direction on November 7, 1988. <br /> Mr. Bob Slaughter, Attorney representing Vision Cable of Metrolina, <br />reviewed the expansion of cable television service throughout Cabarrus County <br />and explained the problems of providing cable service in both densely and <br />sparsely populated areas of the county. He stated that the company welcomes <br />competition and noted that Vision Cable plans to build in the Midland area of <br />the county. In conclusion, he stated in his opinion the company serving the <br />Midland area should have a local office for the convenience of those <br />residents. <br /> <br /> <br />
