555 <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />Petition 88-03. CSD & Associates, as Agents, 1-85 at Mecklenburg <br />County line, 1390 acres, Map/PIN available at Planning Department. <br />Wishes to rezone from ARR/A-I to Planned Unit Development. <br /> <br />This petition was originally heard at the August 17, 1988 Planning <br />Board meeting and an amended petition was heard at the November 3, <br />1988 meeting. The original petition was approved 4-0 and the amended <br />petition approved 4-0. <br /> <br /> Chairman Lentz announced that Petition 88-03 had been rescheduled for <br />January 16, 1989 meeting of the Board of Commissioners. <br /> <br />(2) <br /> <br />Petition 88-18. Norman Negre, 2929 Lane Street, 1.986 acres, Map/PIN <br />5-5633-69-6659, 8731. Wishes to rezone from C-4 to C-3. Planning <br />Board voted 4-0 to approve this petition. <br /> <br /> A representative of Mr. Norman Negre was present to answer any <br />questions 'regarding the proposed amendment.. There was no one present to <br />speak against the rezoning petition, and Chairman Lentz closed the public <br />hearing for Petition 88-18. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 88-18 by Mr. Norman Negre <br />to rezone 1.986 acres at 2929 Lane Street, Map/PIN 5-5633-69-6659, 8731, <br />from C-4 to C-3. <br /> <br />SUBDIVISION ORDINANCE AMENDMENTS <br /> <br />(1) <br /> <br />Petition 88-02. Subdivision Ordinance Amendment. Change in Section <br />4.9.C.13, "Roads", to clarify when turn lanes should be required into <br />subdivisions. Planning Board voted 4-0 to approve this petition. <br /> <br /> There was no one present to speak either for or against the proposed <br />amendment, and the public hearing on Petition 88-02 was closed. <br /> UPON MOTION of Commissioner Simmons, seconded by Chairman Lentz with <br />Commissioners Simmons and Hamby and Chairman Lentz voting for and Commis- <br />sioners Moss and Melvin voting against, the Board approved Petition 88-02 <br />amending Section 4.9. C.13, "Roads", of the Cabarrus County Subdivision <br />Ordinance as follows: <br /> <br />Change Part 13 of Section 4.9.C to read: <br /> <br />"Where a subdivision is proposed adjacent to a principal arterial, <br />minor arterial, major collector, or minor collector and access is <br />proposed onto them, the Planning Board may require left turn storage <br />or right turn deceleration lanes onto the road(s) or intersection(s). <br />These shall be constructed to North Carolina Department of <br />Transportation standards to permit the safer and freer flow of <br />traffic. Generally, left turn lanes will be considered as requirement <br />in developments with over 75 units." <br /> <br />(2) <br /> <br />Petition 88-03. Subdivision Ordinance Amendment. Change Sections <br />3.4oC.10 and 3.5.C.3, "Specification for plats", to add the require- <br />ment that road design and construction typicals be shown on the <br />preliminary and final plats. Planning Board voted 4-0 to approve this <br />petition. <br /> <br /> No one spoke either for or against the proposed amendment and the <br />public hearing on Petition 88-03 was closed. <br /> UPON MOTION of Commissioner Simmons, seconded by Chairman Lentz and <br />unanimously carried, the Board approved Petition 88-03 amending the <br />Cabarrus County Subdivision Ordinance as follows. <br /> <br />Section 3.4.C. Specifications for (Preliminary) Plats <br />Add Number 10: <br /> <br />"10. Road Details typicals of proposed road design shall be shown <br />on the preliminary plat. These shall include, but not be limited to, <br />width of paving and right-of-way, and construction materials." <br /> <br /> <br />
