556 <br /> <br />Section 3.5.C. Specifications for (Final) Plats <br />Add to Part 3. Boundary and Roads: <br /> <br />"Road typicals shall also be shown on the plat and should include <br />information about pavement and right-of-way dimensions, and <br />construction materials." <br /> <br />(3) <br /> <br />Petition 88-04. Subdivision Ordinance Amendment. Change Section <br />4.8.C, "Water and Sewer Systems", to clarify the requirements for <br />water and sewer system approval methods, and the required <br />specifications of construction. Planning Board voted 4-0 to approve <br />this petition. <br /> <br /> No one spoke either for or against the proposed amendment, and the <br />public hearing on Petition 88-04 was closed. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved Petition 88-04 amending the <br />Subdivision Ordinance as follows: <br /> <br />Amend Section 4.8.C. Water and Sewer Systems to read as follows. <br /> <br />1. Water and sewer systems in all subdivisions and planned develop- <br />ments shall be approved by the appropriate agency. Depending on the <br />type of system, these agencies include the Division of Health Services <br />of the North Carolina Department of Human Resources, the Division of <br />Environmental Management of the Department of Natural Resources and <br />Community Development, the Cabarrus County Health Department, or their <br />successor agencies, whichever has jurisdiction. Proof of approval <br />shall be provided to the Cabarrus County Planning Department before <br />any work shall commence. Installation of the system shall be in <br />accordance with the approved plan and shall be certified to the county <br />by the registered engineer retained by the developer/owner. <br /> <br />2. Community water systems shall also be required to meet Cabarrus <br />County specifications should the developer/owner intend for the system <br />to eventually be connected to the County system. <br /> <br />3. Sewer systems shall be designed to County specifications and the <br />County shall reserve the right to inspect the installations of the <br />system and require as built drawings. <br /> <br /> The Board asked that an additional amendment to Item 2 of Section <br />4.8.C. of the Subdivision Ordinance be presented at the next meeting to <br />give the County the right to inspect the installations of the community <br />water systems. <br /> Mr. Glenn Rimer of Earl's Tire Store complained of the method of tire <br />collection and disposal at the County Landfill approved by the Board on <br />November 7, 1988. Stating that the tire collection policy presents a <br />problem for tire dealers and the general public, Mr. Rimer proposed that <br />the Board approve a 90-day moratorium on placing cut tires in the landfill <br />and appoint a committee of tire dealers, commissioners, and Health <br />Department representatives to work out a short term solution to the <br />problem. <br /> The Board requested Dr. William F. Pilkington, Health Director, to <br />present a report to the Board at its meeting on January 3, 1989, regarding <br />the collection and disposal of tires at the Landfill. <br /> Mr. Kenneth K. Kiser, Chairman of the Cabarrus County Board of <br />Elections, requested that the Board purchase 35 PBC-IIID Vote Tabulators <br />manufactured by the Business Records Corporation. The Board had declined <br />an earlier request on October 31, 1988 to purchase 12 of these voting <br />tabulators. Mr. Kiser advised the Board that the total cost of the <br />equipment would be $195,435.00 which would include the tabulators, <br />computer, and programming equipment. Also present in support of the <br />new equipment were Mr. L. W. Whitley and Mr. Walter Kiefer, members of the <br />Board of Elections, and a number of voter registrars. <br /> Ms. Ruby F. Little, Elections Supervisor, outlined the advantages of <br />upgrading the current voting equipment to the PBC-IIID Tabulators and <br />compared the tabulators with other types of voting equipment currently on <br />the market. <br /> <br /> <br />
