557 <br /> <br /> Mr. Bruce Sloss, sales representative of Business Records Corporation <br />demonstrated the use of the PBC-IIID Tabulator. <br /> Mr. John Sides, registrar, stated that the new equipment would be very <br />helpful to the persons working at the polls and urged the Board to purchase <br />the machines. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved that the purchase of the voting <br />tabulators be entered into the regular budget process and that the equip- <br />ment be considered during budget sessions. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board appropriated $3,000.00 to Keep Cabarrus <br />Clean and Beautiful, Inc., for the six months period beginning January 1, <br />1989, and approved the following contract between Cabarrus County and Keep <br />Cabarrus Clean and Beautiful, Inc. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />CONTRACT <br /> <br /> THIS CONTRACT, made and entered into this 19th day of December, 1988, <br />by and between CABARRUS COUNTY, a body politic and political subdivision of <br />the State of North Carolina, hereinafter referred to as the "COUNTY", by <br />and through its Board of Commissioners, and KEEP CABARRUS CLEAN AND <br />BEAUTIFUL, INC., a non-profit corporation of Cabarrus County, North <br />Carolina, hereinafter referred to as "KCCBI"; <br /> <br />W I T N E S S E T H: that - <br /> <br /> WHEREAS, KCCBI is a non-profit corporation located in Cabarrus County, <br />North Carolina, the purpose of which is, among other things, to plant, <br />cultivate and/or clean up public property, to educate the general public <br />regarding the benefits of a clean environment, and to institute other <br />programs designed to reduce litter and other physical pollution of the <br />environment of Cabarrus County for the benefit of all its citizens; and <br /> <br /> WHEREAS, COUNTY is authorized to make contributions to KCCBI under the <br />provisions of G.S. 153A-247, 153A-274, Chapter 130 of the General Statutes, <br />and otherwise pursuant to its police power; and <br /> <br /> WHEREAS, COUNTY and KCCBI desire to enter into a contract whereby <br />KCCBI will initiate and implement programs consistent with its purposes <br />hereinbefore set forth; and <br /> <br /> WHEREAS, KCCBI desires to obtain the financial support of COUNTY for a <br />portion of its costs incurred in providing such services and, in the <br />interest and welfare of its citizens, COUNTY desires to provide financial <br />support for a portion of the costs incurred by KCCBI in delivering such <br />services; and <br /> <br /> WHEREAS, COUNTY has appropriated the sum of Three Thousand Dollars <br />($3,000.00) to assist KCCBI in its delivering such services for the period <br />January 1 - June 30, 1989. <br /> <br /> NOW, THEREFORE, in consideration of the premises, COUNTY and KCCBI do <br />mutually agree to the following terms and conditions: <br /> <br /> 1. This contract shall begin January 1, 1989, and shall exist and <br />continue through June 30, 1989. <br /> 2. KCCBI shall initiate and implement programs designed to plant, <br />cultivate and/or clean up public property, to educate the general public <br />regarding the benefits of a clean environment, and to institute other <br />programs designed to reduce litter and other physical pollution of the <br />environment in Cabarrus County for the benefit of all its citizens. <br /> 3. COUNTY shall allocate and pay to KCCBI six (6) monthly payments of <br />Five Hundred Dollars ($500.00) each, for a total of Three Thousand Dollars <br />($3,000.00), with each monthly payment to be made on or about the last day <br />of each month, commencing with January, 1989. <br /> 4. KCCBI shall use the funds paid to it by COUNTY for the public <br />purposes set forth hereinbefore. At the end of its fiscal year, KCCBI <br />shall undergo an audit of its operations conducted by a certified public <br />accountant, and shall submit a copy of the report of this audit to COUNTY <br /> <br /> <br />
