UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Executive Session was terminated. No report was given on the Executive Session. <br /> Chairman Lentz recessed the meeting at 5:45 P.M. until 7:00 P.M. <br /> Chairman Lentz reconvened the meeting at 7:00 P.M. to consider a <br />proposed Zoning Atlas amendment. <br /> Mr. Robert Ewan, Chairman of the Cabarrus County Planning Board, <br />presented the following amendment as recommended by the Planning Board. <br /> <br />Petition 88-03. <br /> <br />County line, <br />4599-12-3170. <br />Development. <br /> <br /> CSD & Associates, as Agents, 1-85 at Mecklenburg <br />1,315.5 acres, Map/PIN 4589-65-8898; 4599-10-2657; <br /> Wishes to rezone from ARR/A-I to Planned Unit <br /> <br />This petition was originally heard at the August 17, 1988 Planning <br />Board meeting and an amended petition was heard at the November 3, <br />1988 meeting. The original petition was approved 4-0 and the amended <br />petition approved 4-0. <br /> <br /> Mr. H. C. Needham, Vice President of CSD and Associates, Inc., and <br />Mr.~. Jim Simpson of Trammell Crowe Company were present in support of the <br />rezoning request for the Kings Grant property. Mr. Simpson stated in his <br />opinion the proposed $500 million Kings Grant project would provide a <br />quality mixed used development as it would be 41 percent residential and <br />46 percent commercial and industrial. <br /> Chairman Lentz opened the public hearing for Petition 88-03 and set a <br />time limit of three minutes for each presentation to the Board. <br /> Mr. Greg Hamilton, resident of the Tay-Mor Subdivision, supported the <br />rezoning petition and objected to an airport at the proposed Poplar Tent <br />site. He stated that the Kings Grant project would be the best <br />utilization of the land and would provide the County with new jobs and <br />increased tax revenues. <br /> Mr. Mike Coltrane, President of the Concord Telephone Company, spoke <br />against the rezoning petition, stating that this was the best site for an <br />airport in Cabarrus County and should not be used for residential units. <br /> Mr. David Iorio of 8091 Altacrest Drive addressed his comments in <br />support of the rezoning petition and in opposition to the proposed airport <br />to Commissioner Hamby. He stated in his opinion the Kings Grant project <br />represented quality growth and would be more beneficial to the County than <br />an airport. <br /> Mr. James Hoffman, President of Public Service Gas Company, supported <br />controlled growth in the county and the construction of an airport to <br />attract new industry to the county. He asked that the rezoning petition <br />be denied if the airport is excluded from the project. <br /> Mr. Bill Fitzhugh supported the rezoning petition, stating the Kings <br />Grant project is the type of development that officials have been working <br />to attract to the county. According to Mr. Fitzhugh, the proposed project <br />would reduce taxes by six cents (6¢) while the airport would increase <br />taxes by two cents (2¢). <br /> Mr. Timothy V. Crist, past President of the Concord-Cabarrus County <br />Chamber of Commerce and speaking on behalf of the 450 members of the <br />Chamber, supported the Poplar Tent site for an airport in Cabarrus County. <br />He asked that the area be preserved for industrial growth and <br />diversification of the tax base. <br /> Mr. Bob Smith supported the proposed Kings Grant project and stated <br />in his opinion a regional airport at the site would not attract large <br />companies to the area. <br /> Mr. Ralph Bonds of Pitts School Road spoke in favor of the Kings <br />Grant development and urged the Board to consider the wishes of the people <br />who live in that area of the county. <br /> Mr. William Fisher, Chairman of the Cabarrus County Airport <br />Commission, opposed the rezoning petition and spoke in favor of the Poplar <br />Tent site for an airport. He stated in his opinion the site located on <br />Interstate 85 transportation corridor should be maintained for industrial <br />development and should not be used for residential units and a golf <br />course. <br /> Ms. Wanda Williams of Goodman Road addressed her comments in support <br />of the Kings Grant project to Commissioner Moss. She objected to an <br />airport at the site and stated the Kings Grant project would lower taxes <br />by six cents (6¢). <br /> <br /> <br />
