5O <br /> <br /> The Board of Commissioners for the County of Cabarrus met in <br />regular session at the County Courthouse in Concord, North Carolina on <br />Monday, February 20, 1989, at 7:00 P.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Matt Bates of the Kerr Street <br />United Methodist Church. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons <br />and unanimously carried, the minutes of February 6, 1989 were approved <br />as written. <br /> Chairman Lentz stated that this was the day and hour for a public <br />hearing on proposed amendments to the Subdivision Ordinance and Mobile <br />Home Park Ordinance. Mr. Jonathan Marshall, Planning staff member, <br />reviewed each of the proposed amendments. <br /> <br />SUBDIVISION ORDINANCE AMENDMENTS <br />1. Petition 89-01. Section 408.C.2, "Water and Sewer Systems". <br /> Change Section to further define water system requirements. <br /> Planning Board voted 5-0 to approve this petition. <br /> <br /> There was no one present to speak either for or against the <br />proposed amendment, and the public hearing for Petition 89-01 was <br />closed. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin <br />and unanimously carried, the Board approved the following Subdivision <br />Ordinance amendment. <br /> <br />Amend Section 4.8.C.2, Water and Sewer Systems to read as follows. <br /> <br />Community water systems shall also be required to meet <br />Cabarrus County specifications should the developer/owner <br />intend for the system to be connected to the County system and <br />the complete system be maintained by the County. Where the <br />complete system is intended to be connected to and maintained <br />by the County, the County reserves the right to inspect the <br />installation of the system and require as built drawings. <br /> <br />MOBILE HOME PARK ORDINANCE AMENDMENTS: <br />Changes are proposed to the following Sections: <br /> Amend I.C. "Development Requirements for Mobile Home Parks,". <br /> number 2, "Exception", number 10, number 16, and number 21. <br /> <br />Combine I.E. and I.F. into new Section I.E. <br /> "Information Required on Preliminary and Final Plats", and <br /> amend number 1, number 2, number 3, number 4, number 8, and number <br /> 13. <br /> <br />I.L. "Basic Steps to Follow in Mobile Home Ordinance", delete <br />number 3, number 5, and number 7, and amend number 4 and numerical <br />order of Certificates. <br /> <br />Planning Board voted 5-0 to approve these changes. <br /> <br /> Mr. Jonathan Marshall, Planning staff member, presented corrections <br />to the proposed amendments. <br /> There was no one present to speak either for or against the <br />proposed amendments, and the public hearing was closed. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner <br />Simmons and unanimously carried, the following Mobile Home Park <br />Ordinance amendments were approved as corrected. <br /> <br />MOBILE HOME PARK ORDINANCE AMENDMENTS <br /> <br />Amend Section C.
