59 <br /> <br />ATTEST: <br />Title: <br /> <br />BY: <br /> <br /> Deputy Secretary <br />North Carolina Department of Commerce <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner <br />Simmons and unanimously carried, the Board approved the following <br />Proclamation. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, a disproportionate number of the more than 2 million North <br />Carolinians age 45 and older are unemployed; and, <br /> <br /> WHEREAS, these middle-aged and older workers bring extensive <br />experience and high job qualifications to the work force of the state <br />and are steady, reliable workers; and, <br /> <br /> WHEREAS, the federal government and the State of North Carolina <br />identify employment of middle-aged and older workers as a priority in <br />attaining maximum productivity of the labor force; and <br /> <br /> WHEREAS, in pursuing this goal, March 12-18, 1989, has been <br />designated as EMPLOY THE OLDER WORKER WEEK; <br /> <br /> As Chairman of the Cabarrus County Board of Commissioners, I <br />actively endorse this opportunity to focus public attention on the <br />problems of older workers, and, <br /> <br /> NOW, THEREFORE, I, James W. Lentz, do hereby proclaim March 12-18, <br />1989 as: <br /> <br />EMPLOY THE OLDER WORKER WEEK <br />In Cabarrus County <br /> <br /> FURTHERMORE, I urge all employers in Cabarrus County to carefully <br />consider the qualifications of persons aged 45 and older when they seek <br />new employees, and I ask public officials with job placement <br />responsibility to intensify their efforts throughout the year to help <br />older workers find suitable jobs. <br /> <br /> WITNESS my hand and corporate seal of the County of Cabarrus, North <br />Carolina, this 13th day of March, 1989. <br /> <br />/s/ James W. Lentz <br /> <br />Chairman <br /> <br /> Mr. James Martin, President of the Midland Community Association, <br />presented the Association's request that the County appropriate $1 <br />million per year for the next five years to extend water service and to <br />develop sewer service and a sewage treatment plant in that area of the <br />county. The Board took no action on the request, and Chairman Lentz <br />invited Mr. Martin to attend a budget session to further discuss the <br />proposal. <br /> Mr. Michael Byrd, member of the Planning staff, and Commissioner <br />Hamby, member of the Transportation Advisory Council, reviewed the <br />location of each of the alignment options for the West-Side By-Pass. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin <br />and unanimously carried, the Board postponed consideration of a <br />resolution endorsing the proposed alignments of the West-Side By-Pass <br />until the meeting on March 20 to give the City of Kannapolis an <br />opportunity to review the proposal. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board by resolution requested the County's <br />legislative delegation to submit the following proposed legislation to <br />the North Carolina General Assembly. <br /> <br /> AN ACT AUTHORIZING CABARRUS COUNTY <br />TO LEVY A ROOM OCCUPANCY AND TOURISM DEVELOPMENT TAX <br />AND ESTABLISHING A CABARRUS COUNTY TOURISM AUTHORITY <br /> <br /> <br />
