Boger, Jr., Attorney for Kindley Yarns, Inc. was present to <br />answer any questions relative to the issuance of the industrial revenue bonds <br />for Kindley Yarns, Inc. <br /> Ms. Teresa W. Melton, Aging Director, presented the following bids <br />received on April 5, 1989 for the Cabarrus County Nutrition Program for the <br />Elderly and recommended the award of the contract to the low bidder. <br /> <br /> Vendor Tax Total <br />Consolidated Coin Caterers Corp. 2.2376 .1119 2.3495 <br />McCabes Restaurant 2.32 .11 2.43 <br /> <br />Net Bid <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board awarded the contract for bulk catering services <br />for the Nutrition Program for the Elderly for the period July 1, 1989 to June <br />30, 1990 to the low bidder, Consolidated Coin Caterers Corporation, at a total <br />cost of $2.3495 per meal. <br /> At 7:30 P.M., Chairman Lentz stated that this was the day and hour <br />scheduled for the second public hearing relative to the submission of a <br />Community Development Block Grant application. <br /> Mr. Robert Stark, Consultant, reviewed the proposed Community Development <br />Block Grant application for the Fishertown revitalization project. He reported <br />that the proposed project would include home renovations, installation of sewer <br />service, and street paving. Mr. Stark listed the estimated funding for the <br />proposed project as follows. <br /> <br />$600,000.00 <br />$200,000.00 <br />$ 9,380.00 <br /> <br />$ 30,000.00 <br /> <br />$ 34,500.00 <br /> <br />Community Development Block Grant <br />Local Commitment by Cabarrus County <br />North Carolina Department of Transportation <br /> for Street Paving <br />Weatherization Program Work by the <br /> Department of Aging <br />Bank Loans to Qualified Individuals <br /> <br />$873,880.00 <br /> <br />Total Estimated Project Cost <br /> <br /> Chairman Lentz asked if anyone were present who wished to speak for or <br />against the proposed Community Development Block Grant application for the <br />Fishertown area. No one spoke regarding the proposed application, and Chairman <br />Lentz closed the public hearing. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board authorized the Chairman to sign the Community <br />Development Block Grant application for funding in the amount of $600,000.00 <br />for the Fishertown Revitalization Project as presented by Mr. Robert Stark, <br />Consultant. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board set the public hearing on the proposed Fiscal <br />Year 1989-1990 Cabarrus County Budget for 6:00 P.M. on Monday, May 8, 1989, in <br />the Commissioners' Meeting Room. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board appointed the following persons as Fire District <br />Commissioners for a term of two years ending March 31, 1991 as recommended by <br />the respective Volunteer Fire Departments. <br /> <br /> ALLEN <br />Aubrey Boger <br />John Campbell <br />Ralph Honeycutt <br /> <br />NORTHEAST <br />Richard E.
