<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday, May 15,
<br />1989, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> Billy J. Simmons, Jr.
<br /> Commissioner Simmons was absent for the beginning of the meeting.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with
<br />Commissioners Hamby and Melvin and Chairman Lentz voting for, the minutes of
<br />April 17 and 19 and May 1, 1989, were approved as written.
<br /> At 7:00 P.M., Chairman Lentz stated that this was the day and hour for a
<br />public hearing on proposed Zoning Atlas amendments. Mr. Ronald Page, Chairman
<br />of the Cabarrus County Planning Board, presented each proposed amendment as
<br />recommended by the Planning Board. Mr. Jonathan Marshall, member of the County
<br />Planning staff, reviewed the location of the areas proposed for rezoning and
<br />presented the staff findings regarding each petition. Public input was received
<br />prior to action by the Board.

<br />ZONING ATLAS AMENDMENTS
<br />(1) Petition 89-03. Ronald G. Overcash, off SheltonRoad off Poplar Tent Road,
<br /> Map/PIN 4690-53-8737, and 63-9809. Wishes to rezone from ARR to I-2.
<br /> Planning Board voted 4-0 to deny this petition.
<br />
<br /> Mr. Bob Smith, resident of the Freedom Acres Subdivision, opposed the
<br />rezoning request and complained of materials being dumped in the gravel quarry
<br />on the property.
<br /> There was no one else to speak regarding the proposed rezoning. Chairman
<br />Lentz closed the public hearing on Petition 89-03.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and
<br />unanimously carried, the Board denied Petition 89-03 by Ronald G. Overcash to
<br />rezone property off Shelton Road from ARR to I-2.

<br />Petition 89-05. Frank Niblock et al, Republic Drive at International
<br />Drive, Map/PIN 5601-81-0219. Wishes to rezone from R-40 to I-1. Planning
<br />Board voted 4-0 to approve this petition.
<br />
<br />There was no one present to speak regarding the proposed rezoning, and the
<br />public hearing on Petition 89-05 was closed.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby and
<br />unanimously carried, the Board approved Petition 89-05 by Frank Niblock et al,
<br />to rezone property on Republic Drive at International Drive, Map/PIN 5601-81-
<br />0219 from R-40 to I-1.
<br /> Mr. Steve L. Little, Parks and Recreation Department, reviewed the request
<br />by the City of Kannapolis to contract with Cabarrus County to provide a series
<br />of special summer events in Kannapolis at a cost not to exceed $3,000.00.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and
<br />unanimously carried, the Board approved the contract between the City of
<br />Kannapolis and Cabarrus County for providing a series of special events in
<br />Kannapolis during the summer. The City will provide the direct costs in the
<br />provision of these services, such as entertainment/performers expenses, posters,
<br />and publicity. Cabarrus County will provide the indirect expenses of these
<br />programs, such as coordination and scheduling of the entertainment, advance
<br />publicity and facility arrangements.
<br /> Ms. Sylvia Smith, Chairperson of the Cabarrus County Community Based
<br />Alternatives (CBA) Task Force, presented the proposed CBA grant applications for
<br />the following programs. Psychological Assessment and Clinical Services
<br />($16,650.00); Home-Based Services ($27,206.00); Temporary Shelter Care
<br />($98,148.00); and Uwharrie Group Home ($3,000.00 CBA funds plus $600.00 local
<br />match). She reported that $127,765.00 is available in CBA funds for the programs
<br />and asked that the Board supplement those funds with a $17,239.00 County
<br />appropriation.
<br /> The Board delayed consideration of the CBA funding request until review
<br />of the proposed 1989-1990 Cabarrus County budget.
<br /> Commissioner Simmons arrived at 7:30 P.M. and was present for the remainder
<br />of the meeting.
<br /> At 7:30 P.M., Chairman Lentz stated this was the date and time for a public
<br />hearing to consider two road name changes and asked if anyone were present who
