<br /> Ms. Harriet Ward, member of the Friends of the Charles Cannon Memorial
<br />Library, Kannapolis Branch, spoke in support of a County Library system and
<br />objected to the County's request that the City of Kannapolis provide a portion
<br />of the funding for the Kannapolis Branch Library. She presented a petition which
<br />she stated contained 1499 signature and which read as follows.
<br />
<br />We, -the undersigned residents of Cabarrus County, believing that
<br />adequate library services are essential to cultural and intellectual
<br />growth, endorse and support full funding from Cabarrus County for
<br />the Charles A. Cannon Memorial Library, Kannapolis Branch.
<br />
<br /> Ms. Louise Settlemyer, employee of the Kannapolis Branch Library,
<br />expressed appreciation to the Board for the Kannapolis Branch Library.
<br /> The Board took no action regarding library funding. Chairman Lentz stated
<br />this matter would be discussed further during budget considerations.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and
<br />unanimously carried, the Board increased the initial pick up fee of quarantined
<br />animals at the County Animal Shelter from $7.00 plus $1.00 a day for board to
<br />$15.00 for initial pick up of quarantined animals plus $1.00 a day for board.
<br /> Dr. William F. Pilkington, Health Director, reviewed prior discussions
<br />regarding tire disposal and recommended that the County ban tires from the
<br />County Landfill. He noted that a local business, U. S. Tire Company, accepts
<br />tires at a cost of 50 cents per tire.
<br /> Mr. Glenn Rimer, tire dealer, addressed the Board regarding proposed
<br />Senate Bill 831 which he stated would provide funds beginning in March, 1990 for
<br />the disposal of tires. He suggested in the interim period that the County
<br />subsidize the tire dealers for the expense involved in the disposal of tires in
<br />Cabarrus County.
<br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Simmons and
<br />unanimously carried, the Board moved to ban tires at the Cabarrus County
<br />Landfill effective immediately and asked the Board of Health to draft a County
<br />ordinance regarding the disposal of tires.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Moss with
<br />Commissioners Simmons, Moss, and Hamby voting for and Chairman Lentz and
<br />Commissioner Melvin voting against, the Board approved the following budget
<br />amendment.

<br />PURPOSE OF BUDGET REVISION REQUEST:
<br /> To provide for delivery funds for the months of April, May, and June 1989.
<br />
<br /> Mr. Paul Watson, Engineer with HDR Engineering, Inc., presented a Project
<br />Status Report on the Coddle Creek Reservoir. He estimated current construction
<br />costs and contingencies at $18,570,000 and explained that the cost increase of
<br />$4,000,000.00± was due to time delays and unknown conditions relating to
<br />subsurface conditions, additional safety factors, and design constraints. Mr.
<br />Watson reported a probable start date of March 1, 1990.
<br /> The Board received the following funding formula proposed by the Cabarrus
<br />Utilities Board for a sewer authority study.
