The Board authorized Mr. Thomas W. <br />Dillard, Jr., Library Director, to execute the contract on behalf of Cabarrus <br />County. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved AIA Document B141, Standard Form of <br />Agreement between Owner and Architect, 1987 Edition, between Cabarrus County and <br />David R. Polston, AIA, for architectural services as follows. <br /> <br />Provide complete architectural and engineering services necessary <br />for the construction of an approximate 10,000 square feet <br />multipurpose senior center on Corban Avenue in Concord, North <br />Carolina. <br /> <br />Basic Compensation: Stipulated and fixed fee of $27,500.00. <br />Compensation for Additional Services: <br /> For Project Representation beyond Basic Services: <br /> Project Architect $40.00/hour <br /> Drafting Technician $25.00/hour <br /> For Additional Services of Architect: <br /> Project Architect $40.00/hour <br /> Drafting Technician $25.00/hour <br /> <br /> Mr. Gary Garlow, President of Talbert, Cox & Associates, Inc., presented <br />a comparison of construction costs as listed below for the proposed Cabarrus <br />County Airport. He reviewed the layout for the Poplar Tent site and recommended <br />the rotation of the runway to decrease the cost of earthwork and to reduce the <br />number of homes involved in the project. During discussion of the Coddle Creek <br />site, Mr. Garlow noted that there would be a conflict between the airport and <br />the reservoir at that location. In conclusion, Mr. Garlow informed the Board <br />that the State of North Carolina had been selected as a demonstration site to <br />administer the federal funding for general aviation airports in the state. The Board further <br />requested the Federal Aviation Administration to proceed with processing the <br />Environmental Assessment for the proposed airport with Talbert, Cox & <br />Associates, Inc. to provide any updates to the Environmental Assessment that <br />may be required due to the rotation of the runway. <br /> Commissioner Simmons requested information relative to the tax values of <br />land for the two Poplar Tent sites. <br /> Ms. Karen Iorio of 8091 Altacrest Drive informed the Board that an <br />appraisal by Mr. Pleas Carter had shown that the proposed airport at the Poplar <br />Tent site had devalued her home by $7,100.00. She asked that the County pay her <br />the $7,100.00 for the devaluation of her home. <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, advised the Board that in <br />his opinion it was not possible at this time to ascertain if any devaluation of <br />the Iorio property had taken place due to the many variables involved in the <br />airport project.
