176 <br /> <br /> The Board reviewed the following recommendation by the Cabarrus Utilities <br />Board relative to the establishment and make-up of a Regional Water and Sewer <br />Authority. <br /> <br />That a Water and Sewer Authority be established under Chapter 162A <br />of the General Statutes of North Carolina, the function of which <br />would be, at least, to provide sewage treatment for the organizing <br />units by undertaking the maintenance of appropriate outfalls and <br />the operation of the Rocky River Wastetreatment Facility, together <br />with such additional wholesale functions as the organizing <br />governmental units may designate. <br /> <br />That such an authority be governed by a seven (7) member board <br />composed of one (1) member named by the governing board of each <br />municipality (Concord, Harrisburg, Kannapolis and Mt.
