206 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina on Monday, September <br />18, 1989, at 7:00 P.M. <br /> Present Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Commissioner Simmons was absent for the beginning of the meeting. <br /> The invocation was given by Reverend Carl B. Barr, Jr. of the Midway United <br />Methodist Church. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the minutes <br />of September 5, 1989 were approved as written. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br /> At 7:00 P.M., Chairman Lentz stated that this was the date and hour for <br />a public hearing regarding proposed Zoning Atlas amendments. <br /> Dr. Nancy Randall, Vice-Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed Zoning Atlas amendments as recommended by the <br />Planning Board. Mr. Jonathan Marshall, member of the Planning Department staff, <br />reviewed the location of each area proposed for rezoning. <br /> <br />(1) <br /> <br />Petition 89-10. Wallace Construction, U.S. 601 at Wallace Road, Map/PIN <br />5543-68-5588, 69-7522, 56-7948, 46-6269, 45-7300, 35-8508. Wishes to <br />rezone from A-2 to I-2. The Planning Board voted 2-2 on a motion to deny <br />this petition. <br /> <br /> Mr. Jonathan Marshall presented a letter from Mr. John B. Brooks, adjoining <br />property owner, stating he had no objections to the requested I-2 zoning <br />classification. <br /> There being no one present to speak either for or against the petition, <br />Chairman Lentz closed the public hearing for Petition 89-10. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Melvin with <br />Commissioners Moss, Melvin, and Hamby and Chairman Lentz voting for, the Board <br />approved Petition 89-10 by Wallace Construction to rezone property on U.S. 601 <br />at Wallace Road, Map/PIN 5543-68-5588, 69-7522, 56-7948, 46-6269, 45-7300, and <br />35-8508, from A-2 to I-2. <br /> <br />(2) <br /> <br />Petition 89-11. A.B. & T. Properties, N.C. 29 near the Rocky River, <br />Map/PIN (part of) 5509-00-7500. Wishes to rezone from A-I to C-4. The <br />Planning Board voted 4-0 to approve this petition. <br /> <br /> There being no one present to speak either for or against the proposed <br /> rezoning, Chairman Lentz closed the public hearing for Petition 89-11. <br /> Commissioner Simmons arrived at 7:15 P.M. and was present for the remainder <br /> of the meeting. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br /> unanimously carried, the Board approved Petition 89-11 by A.B. & T. Properties <br /> to rezone property on N.C. 29 near the Rocky River, Map/PIN (part of) 5509-00- <br /> 7500, from A-I to C-4. The rezoned property was that portion of Map/PIN 5509- <br />.00-7500 located on the southeast side of N.C. 29. <br /> <br />(3) <br /> <br />Petition 89-12. Haigler Carpet & Interior (Petitioner), U.S. 601 South <br />Midland, Map/PIN(Part of) 5554-05-3289.Wishes to rezone from ARR to C-4. <br />The Planning Board voted 3-1 to approve this petition. <br /> <br /> There being no one present to speak for or against the proposed rezoning, <br />Chairman Lentz closed the public hearing for Petition 89-12. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board approved Petition 89-12 by Haigler Carpet & <br />Interior to rezone property on U.S. 601 South - Midland, Map/PIN 5554-05-3289, <br />from ARR to C-4. The rezoned property was a 2.94± acre tract located in the <br />northern portion of Map/PIN 5554-05-3289. <br /> <br />NEW BUSINESS <br /> <br /> Mr. Michael M. Ruffin, County Manager, reported that effective July 1, 1989 <br />Cabarrus Memorial Hospital had assumed full financial responsibility for the five <br /> <br /> <br />
