In the past, the hospital had <br />reimbursed Cabarrus County for expenses for the supervisor and three of the four <br />officers assigned there. As the hospital is now funding the position for which <br />County funds had been budgeted for Fiscal Year 1989-1990, Mr. Ruffin informed <br />the Board that Sheriff Robert Canaday had requested permission to hire an entry <br />level deputy sheriff for county-wide use. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Board approved the personnel request by Sheriff Robert <br />Canaday to hire an entry level deputy sheriff for county-wide use. Funding for <br />this position is budgeted for Fiscal Year 1989-1990. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the following contract between Cabarrus <br />County and the Lutheran Family Services in North Carolina, Inc., for Fiscal Year <br />1989-1990 and authorized Chairman Lentz to execute the contract on behalf of <br />Cabarrus County. <br /> <br />STATE OF NORTH CAROLINA <br />COUNTY OF CABARRUS <br /> <br />CONTRACT <br /> <br /> THIS AGREEMENT, made and entered by and between CABARRUS <br />COUNTY, hereinafter referred to as "COUNTY", and LUTHERAN FAMILY <br />SERVICES IN NORTH CAROLINA, INC., hereinafter referred to as <br />"LUTHERAN SERVICES" is effective from July 1, 1989 through June 30, <br />1990. <br /> WITNESSETH <br /> WHEREAS, The County, through its Department of Social Services <br />hereinafter referred to as "DSS", is in need of emergency homes to <br />receive children placed in the custody of DSS by the Courts, <br />voluntary placements, or otherwise; and <br /> WHEREAS, Lutheran Services has agreed to establish one (1) <br />emergency receiving home for such children; and <br /> WHEREAS, Lutheran Services has had considerable experience in <br />caring for children and is licensed by the State of North Carolina <br />to operate and maintain the emergency receiving home contemplated <br />by this contract. <br /> NOW, THEREFORE, in consideration of the premises and the sums <br />to be paid by the County to Lutheran Services, the Lutheran Services <br />does hereby contract with the County to provide services of the type <br />hereinafter described and upon the following terms and conditions: <br /> 1. Lutheran Services shall maintain one around-the-clock <br />emergency home in Concord, North Carolina for the sole and exclusive <br />use of DSS. The home shall provide adequate care and supervision <br />for not more than five (5) children at all times, and DSS may place <br />such children in the home as DSS, in its sole discretion, deems <br />advisable. <br /> 2. Lutheran Services shall provide room, board, adequate <br />house parent staff supervision, routine school supplies, and <br />allowances for children placed in the home.. Lutheran Services shall <br />provide transportation for each child to and from school. <br /> 3. Lutheran Family Services will provide on a timely basis <br />budget information to Cabarrus County Department of Social Services <br />as required by CBA and the County; proposed yearly budget by January <br />2, 1990, budget amendment by June 10, 1990, and final accounting <br />report by July 20, 1990. <br /> 4. The County shall pay to Lutheran Services the sum of <br />$10,463.00 per month to maintain said home, to provide food, <br />shelter, and services herein contemplated. The County will provide <br />clothing as determined by DSS. <br /> 5. The County through DSS will sign the admission agreement <br />at the time of placement of a child. <br /> 6. The County shall be responsible for the payment of any <br />medical expenses incurred by any child placed in the home other than <br />routine first aid administered by the emergency home; provided, <br />Lutheran Services may authorize emergency medical treatment by <br />licensed physicians should circumstances require. Reimbursement for <br />medical services are limited to Medicaid coverage only. <br /> <br /> <br />
