211 <br /> <br /> Chairman Lentz recessed the meeting at 8:30 P.M. in order for Board <br />members to travel to WhitleyVs Funeral Home in Kannapolis to visit the family <br />of Mr. Hugh Q. Alexander, former member of the United States House of <br />Representatives. <br /> Chairman Lentz reconvened the meeting at 10:05 P.M. <br /> Mrs. Cynthia Eades, Personnel Officer, presented the findings of an audit <br />by the United States Department of Labor for compliance with the Fair Labor <br />Standards Act of the Cabarrus County Ambulance Service. The audit covered the <br />period July, 1987 to July, 1989 and determined non-compliance in the following <br />areas: (1) Classification of Emergency Medical Technicians-Paramedics (EMT-P) <br />as exempt from earning overtime; (2) Under the Special 7K Exemption, use of the <br />fire exemption (212 hours/28 day work week) instead of the police exemption (171 <br />hours/28 day work week); (3) Absence of a written contract or written <br />documentation of an implied agreement between the County and the employee to <br />permit the deduction of meal and sleep time; and (4) The responsibility of the <br />County for the time spent by employees in paramedic training. Ms. Eades <br />reported that back wages totaled $72,842.54. <br /> The Board agreed to further discuss this matter at the meeting to be held <br />on September 25, 1989. <br /> Mr. Billy Morrison, President of the Cabarrus Fireman's Association, <br />requested that the Board amend the First Responder Program to permit radio <br />traffic in addition to dispatch on the fire frequency. According to Mr. <br />Morrison, the additional radio traffic would include checking in route, arrival, <br />and directions. He advised the Board that the FiremanVs Association had voted <br />at its quarterly meeting on July 14, 1989 to make this request. <br /> Sheriff Robert Canaday praised the First Responder Program in Cabarrus <br />County. However, he advised the Board that it would be difficult for the <br />dispatchers in the Sheriff's Department to monitor the increased traffic on the <br />radio if the requested changes are approved by the Board. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin and <br />unanimously carried, the Board agreed to continue with the existing policy for <br />the First Responder Program Radio Communications and to notify the Harrisburg <br />Volunteer Fire Department that they would be expected to comply with the <br />existing policy effective December 1, 1989. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board authorized Chairman Lentz to execute the <br />"Contract for Services Provided for Under Title III of the Older Americans Act <br />and/or Social Services Block Grant Funds and/or North Carolina State Grant <br />Funds" by and between Cabarrus County (for services provided by its Department <br />of Aging) and the Centralina Council of Governments for the period July 1, 1989 <br />through June 30, 1990. The amendment, which is hereby <br />included by reference as a part of the minutes, deleted the services, numbers <br />of units, AAA unit rates and total grant funds as stated in the original <br />contract (see above) and inserted in lieu thereof the following services, <br />numbers of units, AAA unit rates and total grant funds. <br /> <br /> <br />
