216 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina on Monday, October <br />2, 1989, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Perry Miller of the Rocky Ridge United <br />Methodist Church. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the minutes <br />of September 18, 1989 were approved as written. <br /> Commissioner Melvin presented a Certificate of Commendation to Ms. Lila <br />Fister of the Cabarrus County Home Health Agency for outstanding achievement in <br />receiving the 1989 Health Care Silver Marketing Award which is presented annually <br />by the Health Care Marketing Report, the national newspaper of health care <br />marketing. <br /> Commissioner Moss presented a Certificate of Appreciation to Mr. F. E. <br />Isenhour, Jr., for dedicated service as Cabarrus County Zoning Administrator <br />since February, 1982. Mr. Isenhour will be leaving County employment on October <br />27, 1989 for a new position as Assistant Town Manager/Zoning Administrator for <br />the Town of Lake Lure. <br /> The appointment to fill the vacant position on the Cabarrus Utilities Board <br />was deferred until a later meeting. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Commissioners Melvin, Hamby, and Moss and Chairman Lentz voting for, the Board <br />appointed Ms. Jane Spainhour to the Jury Commission to fill the position <br />previously held by Ms. Barbara Brown who had served six years and was ineligible <br />for reappointment based on the County's policy for appointments to boards and <br />committees. Ms. Spainhour's term of appointment will expire September 30, 1991. <br /> Chairman Lentz named Mr. Jimmy Auten to the Cabarrus County Bicentennial <br />Commission. The final appointment will be made by Commissioner Simmons at the <br />next meeting. <br /> Commissioner Melvin listed the following items of the proposed Gabarrus <br />County Personnel Ordinance for further consideration: <br /> <br />(1) Sick leave Reconsider the use of sick leave for illness of <br /> a spouse or parent. <br />(2) Educational Leave - Require all educational leave to be leave <br /> without pay and limited to one course per semester. <br />(3) Adverse weather conditions - Require the use of annual leave for <br /> adverse weather conditions under all situations. <br />(4) Grievance and adverse action procedure - Establish a specific <br /> number of days during which a grievance must be filed. <br /> <br /> During discussion of 'the Personnel Ordinance, Commissioner Hamby <br />recommended that an employee receiving educational leave with pay be required <br />to reimburse the County for this leave if the employee quits or is fired from <br />County employment within three to five years from the time of the educational <br />leave. Commissioner Moss questioned the possibility of expanding the use of <br />pre-employment drug testing from public safety employees to include all County <br />employees. <br /> Ms. Cynthia Eades, Personnel Officer, reviewed the proposed pay plan <br />relative to the automatic increases discussed by the Board during budget <br />deliberations for Fiscal Year 1989-1990. She explained that the Personnel <br />Committee had recommended that these increases be based upon annual performance <br />evaluations by the employee's supervisor. <br /> The Board took no action on the proposed Personnel Ordinance and asked <br />that the Personnel Committee consider the items of concern as presented by <br />members of the Board. Further recommendations are to be presented at the next <br />Board meeting on October 16, 1989. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />by resolution declared the structures located on the following property owned <br />by Cabarrus County in or about the Coddle Creek Reservoir site as surplus <br />property. <br /> <br /> <br />
