Pressley <br /> <br />3/12/8.00 2145 Rankin Road house and <br /> outbuilding <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby with <br />Commissioners Moss, Hamby, and Melvin and Chairman Lentz voting for, the Board <br />authorized the sale of the structures on the property as identified above for <br />removal or demolition by sealed bids to be received no later than 5:00 P.M. on <br />November 3, 1989. The request for bids will seek bids for removal or demolition <br />of each individual structure and, as an alternate, the entire group of <br />structures as a whole. The conditions of the removal and any transfer shall <br />include the following formal requirements as well as indemnification provisions <br />for Cabarrus County. <br /> <br />o <br /> <br />o <br /> <br />Removal of the structure and its foundation to ground level. <br />Removal and hauling off of all excess material from the <br />structure, i.e. cleaning the lot. <br />Sealing any existing well with a permanent cap. <br />Pumping out any septic tank and backfilling it with dirt <br />and/or stone. <br />Removal of any buried or above ground oil or gas storage <br />tanks. <br />Removal of all electrical drops. <br /> <br /> The Board received for review the proposed parking assignments for the <br />lots around the Cabarrus County Jail, the current Parking Lot Ordinance, and the <br />Kannapolis Parking Lot Ordinance which was adopted prior to the incorporation <br />of the City of Kannapolis. During discussion, Board members asked that one space <br />be reserved for the County Commissioners and that three handicapped spaces be <br />made accessible to the public. It was also agreed that the parking space in the <br />Morris property parking lot and formerly assigned to Judge James C. Davis, Jr., <br />would be designated for parking by members of the Board. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss with <br />Commissioners Melvin, Moss, and Hamby and Chairman Lentz voting for, the Board <br />authorized the drafting of changes to the Cabarrus County Parking Lot Ordinance <br />to include a reserved space for Board members and three handicapped spaces and <br />repealed the Kannapolis Parking Lot Ordinance. <br /> Mr. Tim Hagler, Chairman of the Cabarrus Utilities Board, reviewed the <br />following recommendations by the Utilities Board: (1) The establishment of a <br />Water and Sewer Authority under Chapter 162A of the General Statutes of North <br />Carolina; and (2) That such an authority be governed by a seven (7) member board <br />composed of one (1) member named by the governing board of each municipality <br />(Concord, Harrisburg, Kannapolis and Mt. Pleasant), one (1) member named by the <br />County, and two (2) additional members from unserved areas in the county <br />selected by the five (5) organizing unit appointees. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Commissioners Melvin, Hamby, and Moss and Chairman Lentz voting for, the Board <br />approved in principle the establishment of a Water and Sewer Authority <br />conditional upon the support of the governmental entities to fund a feasibility <br />study and hire an independent firm to relate to the Board the cost, procedures, <br />etc. for an Authority. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Chairman Lentz and Commissioners Hamby, Moss, and Melving voting for, the Board <br />approved the addition of the following roads to the State road system for <br />maintenance. <br /> <br />Middleton Circle Tradd Drive <br />Chadbourne Avenue Hardwick Place <br /> <br /> <br />
