218 <br /> <br />Kendall Avenue <br />Litchfield Place <br />Hanover Drive <br />Channing Circle <br /> <br />Curtland Drive <br />Chelwood Avenue <br />Bingham Drive <br />Mullis Road <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Chairman Lentz and Commissioners Hamby, Moss, and Melvin voting for, the Board <br />adopted the following Proclamation with the addition of "governmental" to the <br />second paragraph. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, the Cabarrus Cooperative Christian Ministry Incorporated (CCM) <br />has serviced our community through a Crisis Assistance Ministry for the past <br />nine years collecting and distributing more than One Million Dollars worth of <br />food, clothes and financial assistance for fuel, rent and medicine; and <br /> WHEREAS, CCM has graciously received and effectively martialed the <br />charitable resources of the religious, civic, governmental, business and <br />philanthropic organizations of the community to finance the ministry and to <br />construct a $350,000 Crisis Assistance Center located at 246 Country Club Drive <br />in Concord; and <br /> WHEREAS, a Service of Dedication of the new facility is scheduled for <br />November 5, 1989 at 3:00 P.M.; and <br /> WHEREAS, CCM will conduct its funding campaign for the 1990 budget of <br />$200,000 during the month of November; <br /> NOW, THEREFORE, I, James W. Lentz, Chairman, Cabarrus County <br />Commissioners, North Carolina, do hereby proclaim the month of November, 1989 <br />as <br /> "COOPERATIVE CHRISTIAN MINISTRY MONTH" <br />in the County of Cabarrus, in sincere appreciation of the excellent service <br />provided to our community by this dedicated organization. <br /> IN WITNESS whereof, I have <br /> caused the seal of the <br /> County of Cabarrus to be <br /> affixed this 2nd day of <br /> October, 1989. <br /> /s/ James W. Small <br /> <br />Clerk <br /> <br /> The Board deferred the two appointments to the Rowan-Cabarrus Community <br />Coll'ege Board of Trustees. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with <br />Chairman Lentz and Commissioners Melvin, Moss, and Hamby voting for, the Board <br />appointed Mr. Robert L. Mathis as the City of Concord representative for the <br />Yadkin-Pee Dee River Basin Committee to replace Mr. T. Laine Harltn§ who will <br />not seek another term as Alderman. <br /> The Board reviewed the report from the Carolinas Coalition Transportation <br />Task Force relative to the establishment of the Carolinas Transportation Compact <br />to be hosted by the Urban Institute of the University of North Carolina at <br />Charlotte. Chairman Lentz recommended that the Board approve funding of <br />$3,571.00 for the Compact for the remainder of Fiscal Year 1989-1990 and that <br />a representative of the Urban Institute be invited to address the Board before <br />a commitment for funding for Fiscal Years 1990-1991 and 1991-1992 is approved. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz with <br />Commissioner Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />adopted the following resolution as amended to indicate approval of initial <br />funding of the Carolinas Transportation Compact for Fiscal Year 1989-1990. The <br />Board further appropriated $3,571.00 from Contingency to fund the Carolinas <br />Transportation Compact for the remainder of this fiscal year. <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Carolinas Counties Coalition determined at its general meeting in <br /> March, 1988 and reiterated at its quarterly meeting in January, 1989 <br /> that a compelling regional issue was transportation planning; and <br /> <br /> <br />
