Chairman Lentz reconvened the meeting at 9:30 P.M. <br /> The Board reviewed the proposed Parking Lot Ordinance as drafted by the <br />County Attorney. During discussion, the Board asked Mr. Michael M. Ruffin, <br />County Manager, to contact the Concord City Manager relative to the designation <br />of two handicapped parking spaces on Means Avenue. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board adopted the following Parking Lot Ordinance. <br /> <br />PARKING LOT ORDINANCE <br /> <br /> Pursuant to North Carolina General Statute 153(a)-170 and <br />related statutes, BE IT ORDAINED b~ the Board of Commissioners of <br />Cabarrus County, North Carolina, that the following parking <br />ordinance be and the same is hereby adopted: SECTION 1. DEFINITIONS <br /> For the purpose of this ordinance, the following definitions <br />shall apply: <br /> Vehicle: Every device in, upon, or by which any person or <br />property is or may be transported or drawn upon a street or highway. <br /> Parking: The stopping or standing of a vehicle, whether <br />occupied or not, otherwise than temporarily for the purpose of and <br />while actually engaged in loading or unloading. <br /> Parking Space: A space sufficient in size to accommodate a <br />standard automobile, which space is designated by appropriate lines <br />and appropriate markings or signs. <br /> Person: Any person, firm, association or corporation. <br /> SECTION 2. AREA OF APPLICATION o <br /> This ordinance shall apply to the County-owned property <br />located in the block bounded by: Union Street, South; Means Avenue, <br />Southeast; Church Street, Southeast; and Corban Avenue, Southeast <br />(the "Courthouse Lot"), currently consisting of seventy-seven (77) <br />parking spaces. Parking any vehicle on the Courthouse Lot shall be <br />unlawful unless permitted by the provisions of this ordinance. <br /> SECTION 3. CATEGORIES OF PARKING - <br /> Parking shall be permitted on the Courthouse Lot only in <br />parking spaces and only as follows: <br /> A. Public Parking: No parking spaces are designated as <br />public parking spaces. <br /> <br /> <br />
