247 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, November <br />20, 1989, at 7:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Absent - Commissioner: Billy J. Simmons, Jr. <br /> The invocation was given by Reverend Matthew Burton of the Center United <br />Methodist Church. <br /> <br />ZONING ATLAS AMENDMENTS <br /> At 7:00 P.M. Chairman Lentz stated that this was the day and hour for a <br />public hearing on proposed Zoning Atlas, Zoning Text, and Subdivision Regulations <br />Text Amendments. Dr. Nancy Randall, Planning Board Chairman, presented each of <br />the proposed amendments as recommended by the Planning Board. Mr. Jonathan <br />Marshall, Planning staff member, reviewed the location of each of the areas <br />proposed for rezoning. <br /> <br />(1) <br /> <br />Petition 89-13. Little, Morrison, and Linder, off Roberta Road adjacent <br />to Wolf Meadow Acres, township 2, Part of Map/PIN 5519-42-7472. Wishes <br />to rezone from R-30 to R-7.2. The Planning Board voted 4-0 to deny this <br />petition. <br /> <br /> Mr. William G. Alexander, Attorney representing the owners, developers and <br />petitioners, spoke in support of the rezoning to allow the development of a <br />mobile home park on the property. He stated the need for mobile home sites and <br />the appropriateness of the property for a mobile home park. <br /> Mr. Oren Barnley of Wolf Meadow Subdivision opposed the rezoning request. <br />He objected to the location of a rental mobile home park on the site and stated <br />in his opinion the park would cause damage to the Wolf Meadow, Old South, and <br />Picture Park areas. Mr. Barnley also commented that the park would add to the <br />traffic on Roberta Road and create overcrowding in the school. <br /> Mr. Rick Sellars, resident of the Old South Community and a member of the <br />Board of Directors of the Manufactured Housing Association, spoke against the <br />rezoning. According to Mr. Sellars, there is no need for additional rental <br />mobile home sites at this time. <br /> Mr. Bernard Shipman of the Old South Homeowners Association objected to <br />the rezoning, stating he was against rental units on the property and the <br />proposed high density mobile home park. <br /> Ms. Joyce Wells who lives across the street from the proposed mobile home <br />park opposed the rezoning. She cited devaluation of property and security <br />problems. <br /> Ms. Betsy Covington, teacher at Wolf Meadow School, spoke against the <br />rezoning. She stated in her opinion the mobile home park would increase the <br />transient population and bring problems to the school. <br /> Mr. Ralph Smith of Blackwelder Estates stated opposition to the mobile home <br />park. <br /> Other persons speaking against the proposed rezoning were as follows: Mr. <br />Harold Easley, Mr. Steve Coplan, Mr. Bernard Shipman, Mr. Mark Rogers, and Mr. <br />J. C. Ritchie. <br /> There being no one else present to speak regarding the proposed rezoning, <br />Chairman Lentz closed the public hearing for Petition 89-13 at 7:35 P.M. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Commissioners Melvin, Hamby, and Moss and Chairman Lentz voting against, the <br />Board denied Petition 89-13 by Little, Morrison, and Linder to rezone property <br />off Roberta Road, part of Map/PIN 5519-42-7472, from R-30 to R-7.2. <br /> <br />(2) <br /> <br />Petition 89-15. Jeff Yates, as agent for the owners, off Roberta Church <br />Road, township 2, Map/PIN 5519-03-9316. Wishes to rezone from A-I to R- <br />15. The Planning Board voted 3-1 to deny this petition. <br /> <br /> Mr. Jeff Yates, petitioner, asked that Petition 89-15 be tabled as the City <br />of Concord has adopted a resolution of intent to annex the property proposed for <br />rezoning. He indicated that he would be willing to pay for any additional <br />advertising costs. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />tabled Petition 89-15 by Jeff Yates until the February zoning meeting of the <br />Board. <br /> <br /> <br />
