248 <br /> <br />ZONING TEXT AMENDMENTS <br />(1) Petition 89-02. Planning Staff, Section 4.12, "Subdivision Lot Size <br /> Reduction,~ page 34. This change will allow the lot size reduction <br /> proposed for the Cabarrus County Subdivision Regulations to comply with <br /> Cabarrus County Zoning Ordinance. The Planning Board voted 5-0 to approve <br /> this petition. <br /> <br />SUBDIVISION REGULATIONS TEXT AMENDMENTS <br />(1) Petition 89-02. Planning Staff, Section 4.9, number 14, page 22, "Roads.~ <br /> This change will allow the Planning Board to require right-of-way <br /> dedication by property owners subdividing land adjacent to roads listed <br /> in the Cabarrus County Thoroughfare Plan as needing expanded right-of- <br /> way. In exchange, the Planning Board will allow the property owner total <br /> lot size reduction equal to the amount dedicated. The Planning Board voted <br /> 5-0 to approve this petition. <br /> <br /> Chairman Lentz opened the public hearing for both the proposed Zoning Text <br />Amendment and the Subdivision Regulations Text Amendment. There being no one <br />present to speak for or against either petition, Chairman Lentz closed the public <br />hearing. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss with <br />Commissioners Hamby, Moss, and Melvin and Chairman Lentz voting for, the Board <br />approved Zoning Text Petition 89-02 and Subdivision Regulations Text Petition <br />89-02 as recommended by the Planning Board and as stated below. <br /> <br />Zoning Ordinance Text Amendment - Section 4.12, Subdivision Lot Size <br />Reduction, page 34. <br />Purpose of Change: To allow lot size reduction required by Cabarrus <br />County Subdivision Regulations to comply with Cabarrus County Zoning <br />Ordinance. <br /> <br />Where subdivision lot sizes are reduced as a result of right-of- <br />way dedication for future road improvements, (see Section 4.9, <br />Cabarrus County Subdivision Regulations) this lot size reduction <br />shall be permissible. No lots shall be reduced in an amount beyond <br />restrictions of the next zoning district allowing higher densities. <br /> <br />Subdivision Regulations Text Amendment - Section 4.9, Roads, Number <br />14, page 22 <br /> <br />Purpose of Change: To change existing text to the following: <br />14. Where a subdivision is proposed adjacent to a thoroughfare, <br /> other than a limited access highway, which has inadequate <br /> right-of-way according to the Cabarrus County Thoroughfare <br /> Plan, the Planning Board shall require the property owner to <br /> dedicate additional right-of-way as shown in the Thoroughfare <br /> Plan. <br /> <br />This right-of-way dedication shall be shown on both <br />preliminary and final maps. The developer shall be allowed <br />to reduce lot sizes in the development in a total amount equal <br />or less than the area dedicated for right-of-way. <br /> <br />The total amount of right-of-way dedicated, and lot size area <br />reduction, shall be shown on the map. The reason for this lot <br />size reduction shall also be stated on the map. <br /> <br />No lots shall be reduced to an amount less than required by <br />the next highest zoning district requirements. <br /> <br />NEW BUSINESS <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss with Chairman <br />Lentz and Commissioners Moss, Hamby, and Melvin voting for, the Board approved <br />the Citizen Participation Plan for the Cabarrus County Community Development <br />Program as submitted by Mr. James F. Owens, County Planner, and appointed the <br />following persons to a Community Advisory .Committee to be involved in the <br />implementation of the Fishertown Community Development Block Grant project: <br /> <br /> <br />
