<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at ~he County Courthouse in Concord, North Carolina, on Monday, December
<br />4, 1989, ati 5:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> Billy J. Simmons, Jr.
<br /> The ~nvocation was given by Dr. Hollis A. Miller of the Saint James
<br />Lutheran ChUrch.
<br /> UPON MOTION of Commissioners Simmons, seconded by Commissioner Hamby and
<br />unanimously carried, the minutes of November 6 and November 20, 1989 were
<br />approved as written.
<br />
<br />BOARD REORGANIZATION
<br /> Mr. Michael M. Ruffin, County Manager, presided over the reorganization
<br />of the Board.
<br /> Commissioner Hamby nominated Commissioner Lentz for Chairman of the Board.
<br />There were mo other nominations.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and
<br />unanimously carried, nominations for Chairman were closed and Commissioner Lentz
<br />was accepted by acclamation.
<br /> Commissioner Melvin nominated Commissioner Moss for Vice-Chairman of the
<br />Board. There were no other nominations.
<br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin and
<br />unanimously!carried, nominations for Vice-Chairman were closed and Commissioner
<br />Moss was accepted by acclamation.
<br /> Chairman Lentz presided over the remainder of the meeting.

<br />NEW BUSINESS
<br /> Chairman Lentz presented a Certificate of Commendation to Ms. Pamela Co
<br />Outen, Cabarrus County Home Economics Extension Agent, for receiving the 1989
<br />RJR Nabisco Extension Agent Award of Excellence. Also, Chairman Lentz presented
<br />a Certificate of Commendation to Mr. Terry Rowland, Cabarrus County Tax Assessor,
<br />for being nsmed the 1989 North Carolina Assessor of the Year by the North
<br />Carolina Association of Assessing Officers.
<br /> The Cabarrus County Department of Social Services was honored as a
<br />recipient of the Special Recognition of Excellence under the 1989 Recognition
<br />of County Department of Social Services Excellence and Innovation Program.
<br />Cabarrus CoUnty's award was for the project "Use of Staff Teams in Organization
<br />Development Efforts." Special guests participating in the ceremony included Mr.
<br />A1 Thompson,'Assistant Director for Regional Administration of the North Carolina
<br />Division of Social Services; Mr. Donn Gunderson, Vice-President of the North
<br />Carolina Association of County Directors of Social Services; and Dr. Phil Cooke,
<br />Professor of the School of Social Work at the University of North Carolina at
<br />Chapel Hill.~ Staff members receiving the award on behalf of the Department were
<br />Ms. Olivia Williams, Ms. Becky Laughter, Ms. Connie Polk, Mr. Charles Savage,
<br />Mr. Keith Besver, Ms. Jean Sloop, Mr. Kevin Ward, and Ms. Faye Cobb.
<br /> Mr. Steve Little, Recreation Director, recommended on behalf of the Parks
<br />and Recreation Advisory Commission that the County enter into a contract with
<br />Golf Resource Associates, Inc. of Georgia to provide a Golf Market' and
<br />Preliminary Site Evaluation for a proposed Cabarrus County Golf facility to be
<br />located on a site adjacent to the proposed Cabarrus County Airport. The
<br />recommended fee of $7,500.00 included: on-site research expense, purchase of
<br />a demographic research, tabulation and evaluation of research data, consulting
<br />architect fees/expenses, preparation of data graphics, and word processing.
<br /> The motion by Chairman Lentz to allow the public golf course feasibility
<br />study by Golf Resource Associates, Inc. of Georgia at a cost of $7,500.00 and
<br />to appropriate $7,500.00 from the Contingency Fund as proposed during the Fiscal
<br />Year 1989-1990 budget review sessions failed for lack of second.
<br /> Chairman Lentz asked Mr. Little to attend the work session scheduled for
<br />December 11 to provide additional information relative to the golf course
<br />feasibility study.
<br /> Mr. Terry Rowland, Tax Assessor, reviewed the letter from Mr. Paul R.
<br />Laroche, Controller with Southco, asking that the Board abate the late listing
<br />charges of $62.29 for the 1989 personal property tax bill for the Tons o' Toys
<br />store located in the Cloverleaf Plaza. According to Mr. Laroche's letter, the
<br />County failed to send a Business Personal Property listing to the company. Mr.
<br />Rowland recommended that the request for waiver be denied.
