279 <br /> <br /> UPON MOTION of Commissioner Moss, seconded by Chairman Lentz with <br />Commissioners Moss and Hamby and Chairman Lentz voting for and Commissioners <br />Melvin and Simmons voting against, the Board adopted the Cabarrus County <br />Personnel Ordinance, dated January 1, 1990, as originally presented on December <br />11, 1989, and to be effective January 1, 1990. The Board set a mandate of <br />January 1, 1991 for the development and implementation of a performance <br />appraisal pay system and its inclusion in the Personnel Ordinance. The Board <br />established a study commission made up of two county commissioners <br />(Commissioners Melvin and Simmons), two members of the Personnel Committee (to <br />be selected by that committee), and one elected official (Sheriff Robert <br />Canaday) to work with the County Manager and the Personnel Director in <br />developing the new pay system. Further, the Board directed that the study <br />commission present a report to the Board by June 30, 1990 indicating its <br />progress in developing the performance based pay system. The CabarrUs County <br />Personnel Ordinance as adopted by the Board is set forth in the official <br />Ordinance Book of Cabarrus County and is hereby included by reference as a part <br />of the minutes. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss with Chairman <br />Lentz and Commissioners Moss and Hamby voting for and Commissioners Melvin and <br />Simmons voting against, the Board moved to repeal effective December 31, 1989, <br />the existing Cabarrus County Personnel Ordinance, dated November 19, 1984. <br /> Chairman Lentz recessed the meeting at 6:45 P.M. to be reconvened in the <br />Superior Courtroom at 7:00 P.M. <br /> Chairman Lentz reconvened the meeting at 7:00 P.M. in the Superior <br />Courtroom for a public hearing on the proposed Cabarrus County Airport <br />Environmental Assessment Update Study. <br /> The invocation was given by Father Eugene Daigle of the Saint James <br />Catholic Church. <br /> <br />NEW BUSINESS <br /> Mr. Glenn Kay, Director of Aviation Planning with Talbert, Cox & <br />Associates, presented information relative to environmental concerns of the <br />proposed Cabarrus County Airport and reviewed the time schedule for the <br />completion of the Environmental Impact Assessment. <br /> Chairman Lentz announced that the hearing was open to the public with <br />comments to be limited to three minutes per speaker. <br /> Persons speaking in support of the proposed airport were as follows: <br /> <br />Mr. Philip Smith - 520 Crestside Drive - Past President of the <br /> Concord/Cabarrus Chamber of Commerce and speaking on behalf of other <br /> past presidents of the Chamber <br />Mr. Irving Newberry - 91 Grove Avenue, Concord - President of the <br /> Concord/Cabarrus County Chamber of Commerce <br />Mr. Troy Day - 1620 Eastwood Drive, Kannapolis - President of the Greater <br /> Cabarrus County Economic Development Corporation <br />Mr. Steve Morris 49 Georgia Street, Concord - Vice-President of the <br /> Kannapolis Chamber of Commerce <br />Mr. Ed Rankin - 477 Birchwood Trail, Concord <br />Mr. Rusty Wallace - 3128 Danercroft, Charlotte <br />Mr. Kenny Schrader - 1431 Chadmore, Concord <br />Mr. Michael Graham - 317 Union Street, Concord <br />Mr. Jim Duncan - 375 Sunnyside, Concord - Cabarrus First Chairman <br />Mr. Warren Ingard - 5826 Wtngate Way, Concord <br /> <br /> Arguments presented in support of the proposed airport included economic <br />and social development, sound growth, broadening of the ad valorem tax base, new <br />jobs, diversification of the industrial base, the importance of an aviation <br />facility to the county's transportation system, the proximity of the Poplar Tent <br />site to Kannapolis, and the extensive use of air travel in the racing industry. <br /> Persons speaking in opposition to the proposed airport were as follows: <br /> <br />Ms. Carol Carpenter 6526 Weldon Circle, Concord <br />Ms. Lydia Baluch - 5500 Bedfordshire Drive, Harrisburg <br />Mr. Dan Hendrickson - 1112 Sundance Drive, Harrisburg <br />Ms. Anna Marie Gula 1549 Wheaton Way, Concord <br />Mr. Bill Fitzhugh - 8531 High Ridge Lane, Concord Chairman of the <br /> Concerned Citizens of Cabarrus County <br />Mr. Roger Liptak - 1100 Sundance Drive, Harrisburg - Piedmont Group of the <br /> North Carolina Chapter of the Sierra Club <br />Mr. Larry Cole - 131 Scaleybark Trail, Poplar Tent <br />Mr. Wallace Hinnant 2424 Wimbledon Court, Concord <br /> <br /> <br />
