January 4, 2016 (Work Session) Page 2619 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, January 4, 2016 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Richard M. Koch, County Attorney; Pam Dubois, Senior <br />Deputy County Manager; Jonathan Marshall, Deputy County Manager; and Megan <br />Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:00 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Removed: <br />Closed Session <br />6 -1 Closed Session - Pending Litigation <br />UPON MOTION of Commissioner 5hue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Ttems - No Action <br />Communications and Outreach - 2016 Community Survey <br />Kasia Thompson, Communications and Outreach Manager, presented an <br />update on the 2016 Community Survey process. She advised the County goes <br />through this process every other year, and have contracted with ETC Institute <br />to administer the survey. She stated the survey will be administered in <br />February with the results to be presented to the Board in April. <br />A discussion ensued, with Ms. Thompson responding to questions from the <br />Board. It was the consensus of the Board to attempt simplifying question 11. <br />IAM - Construction and Landfill - Operation and Financial Update <br />Kevin Grant, Sustainability Manager, provided an update of the current <br />operating and financial status of the Cabarrus County Construction and <br />Demolition Landfill. He stated an airspace analysis was conducted at the <br />landfill, and the results showed there is enough airspace for the current <br />cell to last until the end of December 2016 or early January 2017.
