January 4, 2016 (Work Session) Page 2 621 <br />CCS - North Carolina Department of Public Instruction (NCDPI) Facility Needs <br />Surrey <br />Pam Dubois, Senior Deputy County Manager, stated the Facility Needs <br />Survey is a requirement for Cabarrus County Schools (CCS) . She advised the <br />entire document was emailed to the Board for their review prior to the <br />meeting. She also stated a hard copy of the survey is available for review <br />in the County Manager's Office. <br />Tim Lowder, CCS, Executive Director of Operations, explained the North <br />Carolina Department of Public Instruction (NCDPI) Facility Needs Survey is a <br />state requirement. He stated the Board of Commissioners is required to <br />acknowledge in writing that they have received and reviewed a copy of the <br />survey prior to submission to the State Board of Education. He advised the <br />submission deadline is January 8th. <br />Ms. Dubois requested the Board suspend its Rules of Procedures to take <br />action on this item due to time constraints. She pointed out the requested <br />motion is only acknowledges receipt of the survey, and does not constitute an <br />endorsement or commitment to fund. <br />A discussion ensued. During discussion, Mr. Lowder responded to <br />questions from the Board. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board acknowledged receipt of the Cabarrus County <br />Schools Facility Needs Survey and authorized the Chairman and County Manager <br />to certify the receipt. <br />Commissioner Mynatt requested a hard copy of the summary report. <br />Finance - CCS Agency Agreement - New Early College <br />Susan Fearrington, Finance Director, stated, each time a new school is <br />constructed, the title is placed in the County's name in order to receive <br />sales tax reimbursements. She advised the proposed agency agreement allows <br />the county to act on behalf of Cabarrus County Schools (CCS). She requested <br />approval of the agency agreement, subject to review or revision by the County <br />Attorney, and for it to be signed between Cabarrus County and CCS, so CCS can <br />proceed with a second Early College location, and obtain and install mobile <br />units. <br />Tim Lowder, CCS, Executive Director of Operations, advised CCS <br />approached the Board earlier in the year regarding the addition of new <br />classroom facilities for Early College. He requested the Board act on behalf <br />of CCS in order to receive the reimbursement of sales tax from the purchase. <br />He stated the tax reimbursement would be applied to other parts of the <br />project. <br />ALP - Partnership with Partners for Parks <br />Londa Strong, Active Living and Parks Director, explained the <br />advantages of a partnership with Partners for Parks. She advised some grants <br />are only awarded to entities with 501(c)3 status, a status the Department <br />would receive through the proposed partnership with Partners for Parks. <br />Doug Youngblood, President, Partners for Parks, stated Partners for <br />Parks was established as an independent organization to enhance the <br />Mecklenburg County Park System beginning in 1996. Since its beginning, it <br />expanded to jurisdictions outside of Mecklenburg County and now includes <br />accounts with numerous park and recreation agencies in the region. He stated <br />Partners for Parks acts as a holding agent only, they do not fundraise and <br />they do not charge for this service. <br />A discussion ensued. During discussion Mr. Youngblood and Ms. Strong <br />responded to a variety of questions from the Board. <br />DHS - In -Home Aide Services Policy Approval <br />Kathy Mowrer, Adult and Aging Program Administrator, reported the <br />Department of Human Services (DHS) In -Home Program was licensed through the <br />North Carolina Division of Health Services Regulation until December 31, <br />
