January 19, 2016 (Regular Meeting) Page 2626 <br />WHEREAS, as a result of their determination, hard work, intelligence, <br />and perseverance, African - Americans have achieved exceptional success in all <br />aspects of society including business, education, politics, science, <br />athletics, and the arts; and <br />NOW, THEREFORE, BE IT PROCLAIMED that the Board of Commissioners for <br />Cabarrus County, North Carolina, do hereby proclaim February 2016 as Black <br />History /African - American History Month and encourage all citizens to <br />participate in the educational and celebratory events honoring the <br />contributions and accomplishments of African- Americans. <br />Adopted this the 19th day of January, 2016. <br />/sl Stephen M. Morris, Chairman <br />Cabarrus County Board of Commissioners <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:35 <br />p.m. He stated each speaker would be limited to three minutes. <br />Reverend Roland Jordon, resident of 134 Lore Street SW in Concord, <br />thanked the Board for adopting proclamations for Dr. Martin Luther King, Jr. <br />Day and Black History Month. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) ALP - Partnership with Partners for Parks <br />Partners for Parks is an independent non - profit 501(c)3 organization in <br />Mecklenburg County that will act as a host site for Cabarrus County Active <br />Living and Parks (ALP). An account can be established with our name thus <br />providing 501(c)3 status for the Department. <br />Partners for Parks was established to enhance the Mecklenburg County <br />Park System beginning in 1996. Since that beginning, it has expanded to <br />jurisdictions outside of Mecklenburg County, and numerous park and recreation <br />agencies in the region have established accounts with Partners for Parks. <br />Partners for Parks acts as a holding agent only, they do not fundraise, <br />and they do not charge for this service. Some grants can only be awarded to <br />501(c)3 organizations. Additionally, a group interested in fundraising for a <br />bike trail at Rcb Wallace Park will have an increased chance of raising funds <br />by having the 501(c)3 status. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the establishment of a partnership <br />between the Active Living and Parks Department and Partners for Parks and <br />authorized the County Manager and County Attorney to complete all necessary <br />documents. <br />(F -2) BOC - Resolution Amendinq the Cabarrus County Board of Commissioners' <br />Meeting Schedule for Calendar Year 2016 <br />The Board adopted the 2016 meeting schedule on December 14, 2015. it <br />was determined the Board would hold quarterly Summit meetings. <br />Members of the Board have consulted their schedules and Thursday, <br />January 28, 2016 has been selected for the Cabarrus Summit - lst Quarterly <br />Meeting. <br />The Board also wishes to update detail regarding the winter retreat at <br />this time (January 29- -30) to be held at the Cabarrus Arena and Events Center. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the Resolution Amending the Cabarrus <br />County Board of Commissioners' Meeting Schedule for Calendar Year 2016. <br />
