January 19, 2016 (Regular Meeting) Page 2627 Resolution No. 2016 -01 Resolution Amending the Cabarrus County Board of Commissioners' 2016 Meeting Schedule Whereas, on December 14, 2015, the Cabarrus County Board of Commissioners adopted a meeting schedule for calendar year 2016, which sets forth the dates, times and locations of various official county meetings; Whereas, the Board desires to hold a summit, at 6 :00 p.m. on Thursday, January 28, 2016 at the Cabarrus Arena and Events Center in Concord, North Carolina; Whereas, the Board holds an annual goal- setting /planning retreat in the winter which is set for January 29 at 4:00 p.m. and January 30 at 8:00 a.m. in the Multipurpose Room at the Governmental Center; and Whereas, the Board desires to hold the annual goal- setting /planning retreat in the winter which is set for January 29 at 4:00 p.m. and January 30 at 8:00 a.m, at the Cabarrus Arena and Events Center in Concord, North Carolina; Now, therefore be it resolved, the Cabarrus County Board of Commissioners hereby amends its 2016 Meeting Schedule as follows: 1. The Board of Commissioners will hold the Cabarrus Summit 2016 1st Quarterly Meeting at 6:00 p.m. on January 28, 2016 at the Arena and Events Center in Concord, North Carolina. 2. The Board of Commissioners will hold its annual goal - setting /planning retreat in the winter which is set for January 29 at 4 :00 p.m. and January 30 at 8:00 a.m. at the Cabarrus Arena and Events Center in Concord, North Carolina. Morris, Chairman Cabarrus County Board of Commissioners Attest: /s/ Megan Smit Megan Smit, Clerk to the Board (F -3) DHS - In -Home Aide Services Policy Approval The Department of Human Services (DHS) In -Home Program is licensed as a Home Care Agency through the NC Division of Health Services Regulation until December 31, 2015. Due to divestiture of the CAP (Community Alternatives Program) program, and due to In -Horne Aide services for Home and Community Care Block Grant (HCCBG) being provided under other contractural agreements, our licensure with the state is no longer required. DHS currently provides home management tasks solely to clients who require certification through the NC Division of Aging and Adult Services (DAAS) . The DHS In -Home Aide Program was monitored by DAAS on December 3 -4, 2015, at which time the In -Home Aide Policy was reviewed and found to be in compliance, except for approval by the Board of Commissioners. It is requested that the Board approve the DHS In -Home Aide Services Policy. UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and unanimously carried, the Board approved the Cabarrus County Department of Human Services In -Home Aide Policy. (F -4) Finance - CCS Agency Agreement - New Early College The Cabarrus County Schools (CCS) Agency Agreement, among other items, allows the County to appoint the Board of Education as its agent in connection with the purchase and installation of mobile units for a second Early College location. The new Early College will be located on County - owned property at 660 Concord Parkway in Concord. This location is also home to the Rowan - Cabarrus Community Business and Technology Center.
