January 29, 2015 (Board Retreat) Page 2635 <br />The Board of Commissioners for the County of Cabarrus met for a Board <br />Retreat at the Cabarrus Arena and Events Center in Concord, North Carolina on <br />Friday, January 29, 2016 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, <br />Clerk to the Board. <br />The following persons were also present: <br />Cabarrus County Schools: Dr. Chris Lowder, Superintendent; Lynn <br />Rhymer, Assistant Superintendent of Operations; Tim Lowder, Executive <br />Director of Operations; Kelly Kluttz, Chief Finance Officer and Dave Burnett, <br />Director of Construction. Cabarrus County Schools Board of Education <br />Members: Barry Shoemaker, Chairman; Carolyn Carpenter, Vice Chairman; David <br />Harrison, Jeff Phillips and Rob Walter. <br />Kannapolis City Schools: Dr. Chip Buckwell, Superintendent; and Will <br />Crabtree, Director of Business Operations. Kannapolis City Schools Board of <br />Education Members: Todd Adams, Chairman; and Board Member Daniel Wallace. <br />Rowan - Cabarrus Community College: Dr. Carol Spalding, President; <br />Jonathan Chamberlain, Chief Officer of Facilities Services; and Janet <br />Spriggs, Chief Financial Officer. <br />Chairman Morris called the meeting to order at 4:08 p.m. <br />Welcome, introductions and Overview <br />Mike Downs, County Manager, welcomed board members, staff and guests to <br />the annual Board of Commissioners' retreat. <br />Cabarrus County Schools <br />Dr. Chris Lowder, Superintendent; Tim Lowder, Executive Director of <br />Operations; Kelly Kluttz, Chief Finance Officer; and Lynn Rhymer, Assistant <br />Superintendent of Operations, reviewed spreadsheets titled "2016 Capital <br />Construction Bond Request" and "Cabarrus County Schools - Proposed Non - <br />facilities Capital Outlay Budget ". <br />Throughout the presentation, Dr. Lowder, Mr. Lowder, Ms. Kluttz and Ms. <br />Rhymer responded to questions from board members. <br />Break <br />p.m. <br />The Board took a dinner break at 5:14 p.m. The meeting resumed at 6:13 <br />Kannapolis City Schools <br />Dr. Chip Buckwell, Superintendent; Will Crabtree, Director of Business <br />Operations; Todd Adams, Board of Education Chair; and Daniel Wallace, Board <br />of Education Member, presented a PowerPoint presentation titled "Kannapolis <br />City Schools 2016 Cabarrus County Retreat ". The presentation reviewed <br />anticipated campus reconfiguration plans, expense implications and capital <br />projects for Kannapolis City Schools (KCS), and included the following <br />topics: <br />• KCS Reconfiguration Plan <br />• Transition Dips <br />• History <br />• Plan - New Layout <br />• Current Expense Implications <br />• Capital Projects <br />• A.L. Brown High School (Stadium Renovation, Gym Renovation, <br />Band Building, Parking Lots, JROTC Building) <br />• Jackson Park Elementary <br />• Forest Park Elementary <br />
