January 30, 2016 (Board Retreat) Page 2637 <br />The Board of Commissioners for the County of Cabarrus met for a Board <br />Retreat at the Cabarrus Arena and Events Center in Concord, North Carolina on <br />Saturday, January 30, 2016 at 8:00 a.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Pam Dubois, Senior Deputy <br />County Manager; Jonathan Marshall, Deputy County Manager; and Megan Smit, <br />Clerk to the Board. <br />Chairman Morris called the meeting to order at 8:07 a.m. <br />Welcome, Introductions and Overview <br />County Manager Mike Downs welcomed staff and guests and reviewed the <br />retreat agenda for the day. <br />Tax Administration <br />David Thrift, Real Property Manager, began the session by reviewing the <br />revaluation process. Throughout discussion, Mr. Thrift and Eddie Mitchum, <br />Tax Administrator, responded to questions from the Board. Bill Kouri, <br />Personal Property Manager, and Kevin Gates, Tax Auditor, were also in <br />attendance. <br />Break <br />a.m. <br />The Board took a short break at 9:20 a.m. The meeting resumed at 9:33 <br />Financial Forecast <br />Pam Dubois, Senior Deputy County Manager, introduced Susan Fearrington, <br />Finance Director, and Kristin Jones, Senior Budget Analyst, to the Board. <br />Ms. Fearrington provided a financial update. The topics included: <br />• Overview of Current Year: FY16 <br />• Overview of Next Year: FY 17 <br />• Overview of the 5 Year Plan <br />Ms. Dubois presented the slides on the five year plan. Jonathan <br />Marshall, Deputy County Manager, and Kyle Bilafer, Infrastructure and Asset <br />Management Director, presented a spreadsheet on CIP (Capital Improvement <br />Projects). <br />Break <br />The Board took a short break at 11 :21 a.m. The meeting resumed at <br />11 :27 a.m. <br />Financial Forecast <br />Pam Dubois, Senior Deputy County Manager, concluded the Financial <br />Forecast presentation by briefly reviewing available funds in the capital <br />reserve fund. <br />Construction and Demolition Landfill <br />Kyle Bilafer, Infrastructure and Asset Management Director, and Kevin <br />Grant, Sustainability Manager, briefly reviewed the status of the <br />Construction and Demolition Landfill. <br />Break <br />The Board took a lunch break at 11:47 a.m. The meeting resumed at <br />11:47 a.m. <br />Economic Development <br />
