February 1, 2016 (Work Session) Page 2639 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, February 1, 2016 at 4:00 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Morris called the meeting to order at 4:01 p.m. <br />Approval of Agenda <br />Chairman Morris presented the following changes to the Agenda: <br />Supplemental Information: <br />Discussion items - No Action <br />3.1 Community Child Protection Team - Annual Report <br />• Report <br />Discussion Items for Action at February 15, 2016 Meeting <br />4 -2 Cooperative Extension - Bonus Match <br />• One -Time Bonus Letter <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board approved the Agenda as amended. <br />Discussion Items - No Action <br />Community Child Protection Team - Annual Report <br />Paula Yost, Cabarrus County Child Protection Team Chair, presented a <br />PowerPoint presentation of the annual report from the Cabarrus County Child <br />Protection Team and Child Fatality Team. <br />The report titled 'The State of our Children: A 2015 Report" included <br />the following topics: <br />• What is CPT? <br />• What is CFT? <br />• 2C14 Child Deaths <br />• Adverse Childhood Experience (ACES) <br />• The Most Harmful Things for Children in Cabarrus County <br />• Domestic Violence <br />• What do we need with regards to DV <br />• Child Abuse - DHS Numbers <br />• Child Abuse - CAC Numbers <br />• What do we need with regards to child abuse? <br />• Unintentional Injury - cosleeping <br />• Mental Health <br />• What do we need with regards to mental health? <br />• Efforts by the DA's Office <br />• How can the County Commission help? <br />Ms. Yost thanked Chairman Morris for hosting a showing of the movie <br />Paper Tigers at the Gem Theatre. She also recognized Ashlie Shanley, <br />Assistant District Attorney, for her efforts of prosecuting rape and sexual <br />abuse cases. Following the presentation she responded to questions from the <br />Board. <br />Infrastructure and Asset Management - Downtown Parking Deck Update <br />As an update on the proposed downtown parking deck, Kyle Bilafer, <br />Infrastructure and Asset Management Director, stated on September B, 2015, <br />County staff posted a Request for Qualifications (RFQ) for architectural and <br />multidisciplinary engineering services for the planned downtown Concord <br />
