He further stated a panel consisting <br />of four County employees and two City of Concord employees reviewed the <br />submissions and chose five firms to present to the panel. The five <br />presentations took place on January 5, 2016 at the Governmental Center. On <br />January 11, 2016 panel members ranked selections and a firm was selected <br />based on those ranked selections. He advised the firm chosen was Morris Berg <br />Architects who have retained Kimley Horn and VP Engineering as their <br />engineers for the project. <br />A discussion ensued. During discussion, Mr. Bilafer, Mike Downs, <br />County Manager, and Jonathan Marshall, Deputy County Manager, responded to <br />questions from the Board. <br />Commissioner Mynatt requested a list of those involved in the parking <br />deck discussions. <br />Discussion Items for Action at February 15, 2016 Meetin <br />Clerk - Records Retention - Updated County Sheriff's Retention Schedule <br />Megan Smit, Clerk to the Board, advised the North Carolina Department <br />of Natural and Cultural Resources, Division of Archives and Records, <br />Government Records Section, updated several records retention schedules in <br />2015. Among the updated schedules was the records retention schedule for the <br />Sheriff's Office records. She stated adopting the updated Sheriff's Office <br />Records Retention Schedule will keep the County in compliance with State <br />records retention requirements. <br />Cooperative Extension - Bonus Match <br />Robert Furr, Cooperative Extension Director, reported Cooperative <br />Extension employees, through North Carolina State University (NCSU), received <br />a one -time legislative bonus in the amount of $750.00. He stated NCSU paid <br />100 percent of that one -time bonus for all employees with NCSU funds. He <br />requested the Board approve a Cabarrus County funding match for the one <br />Cooperative Extension staff member with no NCSU funds attached to their <br />salary. <br />County Attorney - Approval of Tax - Exempt Bond Financing for North Carolina <br />Charter Educational Foundation, Inc. <br />Richard Koch, County Attorney, advised the Board is requested to hold a <br />public hearing on behalf of the North Carolina Charter Educational <br />Foundation, Inc. for the approval of their tax - exempt bond financing and in <br />order for them to fulfill the requirements of Section 147(f) of the Internal <br />Revenue Codes of 1986, in regards to the issuance of charter school revenue <br />bonds. He said publishing of the notice has been handled by Robinson, <br />Bradshaw and Hinson, P.A. as bond counsel and published in the January 31, <br />2016 issue of the Independent Tribune due to the requirement to be published <br />14 days before the public hearing. He also responded to questions from the <br />Board. <br />Finance - CCS Aaencv Agreement - Mount Pleasant Middle School - New Location <br />Susan Fearrington, Finance Director, presented a request for the <br />Cabarrus County Schools Agency Agreement for the Mount Pleasant Middle School <br />project to allow the school system to act on behalf of the County in <br />connection with the construction and equipping of Mount Pleasant Middle <br />School. She said this will also allow the County to receive refunds of State <br />sales tax. <br />Finance - Resolution Declaring Official Intent to Reimburse Expenditures with <br />Proceeds of Debt <br />Susan Fearrington, Finance Director, presented a request for approval <br />of a Resolution Declaring Official Intent to Reimburse Expenditures with <br />Proceeds of Debt. She advised the County proposes to advance its own funds <br />to pay certain original expenditures associated with the new Royal Oaks <br />Elementary School project. The resolution will allow the County to pay the <br />original expenditures and then reimburse itself for the expenditures with the <br />proceeds of the debt to be incurred for the 2016 Limited Obligation Bonds, <br />pursuant to U.S. Department of Treasury regulations. She stated Cabarrus <br />County anticipates spending approximately $2.2 million prior to the receipt <br />of the proceeds. For accounting purposes, any invoices received and paid <br />will be coded to the Accounts Receivahle- Schools account. <br />
