February 1, 2016 (Work Session) Page 2641 <br />She requested the Board vote on the item tonight. <br />Note: The Board took action on this item later in the meeting. <br />KCS _ North Carolina Department of Public Instruction (NCDPI) Facility Needs <br />Survey - - <br />Will Crabtree, Kannapolis City Schools (KCS) , presented a request for <br />the KCS Facility Needs Survey. He advised, every five years, local boards of <br />education are required by G.S. 1150- 521(x) to submit their Facility Needs <br />Assessment (long -range plans) to the State Board of Education. He stated the <br />Board of Commissioners is required to acknowledge in writing that they have <br />received and reviewed a copy of this survey prior to submission to the State <br />Board of F,ducation. He said this acknowledgement does not constitute <br />endorsement of or a commitment to fund the Facility Needs Survey. <br />Finance - Construction and Demolition Landfill Budget Amendment <br />Susan Fearrington, Finance Director, presented a request for a <br />construction and demolition landfill budget amendment. She stated a new <br />engineering study was conducted by Camp Dresser and McKee. She advised a <br />budget amendment is needed to update our liability, closure and post - closure. <br />This budget amendment is intended to increase the Landfill Capital Reserve <br />Expense account through an allocation of Fund Balance. The Capital Reserve <br />Expense account is used to adjust the Landfill Closure /Post - Closure Liability <br />accounts. A new closure and post---closure estimate has been prepared as of <br />September 2015. To incorporate the changes, the liability accounts will need <br />to be increased by a total of $823,022.00. The Capital Reserve has a current <br />budget of $196,920.00 requiring $626,102.00 from Fund Balance. <br />NCACC - Resolutions of Support <br />Chairman Morris stated, at the January 13, 2016 meeting, the North <br />Carolina Association of County Commissioners ( NCACC) adopted resolutions <br />supporting the Connect NC bond package and the Healthy Together NC statewide <br />wellness initiative. He said the Connect NC bond package will be on the <br />March 15 primary ballot, and includes funds for community colleges and <br />water /sewer projects. The Healthy Together NC initiative from Prevention <br />Partners seeks to build healthier communities through a suite of products <br />that guide schools, workplaces, hospitals and clinics to address the leading <br />causes of preventable disease: tobacco use, poor nutrition, physical <br />inactivity and obesity. The Healthy Together NC campaign hopes to reach at <br />least 10 organizations in all 100 counties by 2025, including county <br />governments. He expressed his support for the bond. <br />At the request of Commissioner Shue, for the viewing audience, Chairman <br />Morris explained why transportation was not included in the bond package. <br />A discussion ensued. <br />Planning and Development - 2016 -2017 HOME Program <br />Kelly Sifford, Planning and Development Director, advised Cabarrus <br />County has participated in the Cabarrus /Iredell /Rowan HOME program for over <br />twenty years. She said each year Cabarrus County is required to hold a <br />public hearing and advertise the activity for which the funds are planned. <br />Traditionally, funding has gone toward single family housing rehabilitation, <br />but after difficulty finding qualified applicants last year, Cabarrus County <br />elected to commit the funding to a senior housing project that did not get <br />funded. She stated Prosperity Unlimited is making application again this <br />spring for the same senior housing project. Staff is proposing to commit <br />HOME funds for the 2016 -2017 funding cycle to the same project for a more <br />competitive application this year. She requested the Board set a public <br />hearing for the regular March Board of Commissioners meeting. She also <br />responded to questions from the Board. <br />Planning and Development - 2016 -2017 Weatherization Application Approval <br />Kelly Sifford, Planning and Development Director, presented a request <br />to make the annual Weatherization application. She stated this federally <br />funded program provides for energy improvements to homes for low- income <br />families while giving preference to elderly and disabled clients. The <br />program provides upgrades such as insulation, air sealing, water heater and <br />pipe wrap, duct sealing and appliance repairs to create energy savings for <br />low - income families.
