She further advised the annual funding amount is determined <br />by the federal and state governments and does not require matching funds. <br />She also responded to questions from the Board. <br />Planning and Development - Construction Standards Fee Update <br />Kelly Sifford, Planning and Development Director, stated Construction <br />Standards staff reviewed fees over the past year for cost versus service <br />provided. She advised staff recommends revising the method used to calculate <br />the cost of demolition permits. The current adopted fee is based on square <br />footage of the structure to be demolished with fees from $100.00 to $700.00. <br />She said, for more consistency and proper pricing for service provided, staff <br />recommends using the cost of the project, just as is done for new <br />construction in Schedule A, rather than using square footage for the <br />demolition costs as found in Schedule C. This will reduce the cost of <br />demolition permits and the cost will be in line with the amount of service <br />provided. She also responded to questions from the Board. <br />Commissioner Shue expressed support for the fee change. <br />Planning and Development - Proposed .Amendment to the Code of Ordinances <br />Regarding Electrical Testing Requirement for Unlicensed Individuals <br />Kelly Sifford, Planning and Development Director, proposed an amendment <br />to the Code of Ordinances regarding electrical testing requirement for <br />unlicensed individuals. She advised the NC Electrical Code permits testing <br />of unlicensed individuals prior to obtaining a permit for work to be <br />performed on their own homes. Testing was administered by Cabarrus County <br />staff in the past, but was removed from the Cabarrus County Code of <br />Ordinances at some point. Electrical Code Enforcement staff is requesting <br />that the testing be reinstated locally to ensure that individuals performing <br />work on their own homes are qualified to do so. Ms. Sifford explained staff <br />has experienced an increase in unqualified parties performing complicated <br />electrical work which has increased workload due to multiple, time consuming <br />visits. <br />A discussion ensued. During discussion Ms. Sifford and Michael Caudle, <br />Lead Electrical Inspector, responded to a variety of questions from the <br />Board. <br />Finance - Resolution Declaring Official Intent to Reimburse Expenditures with <br />Proceeds of Debt - Continued <br />UPON MOTION of Commissioner Poole, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action on this item due to time constraints. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the Resolution Declaring Official <br />Intent to Reimburse Expenditures with Proceeds of Debt and authorized the <br />Chairman to sign the reimbursement agreement for Royal Oaks Elementary <br />School. <br />Resolution No. 2016 -02 <br />RESOLUTION DECLARING OFFICIAL INTENT TO REIMBURSE EXPENDITURES WITH <br />PROCEEDS OF DEBT PURSUANT TO UNITED STATES DEPARTMENT OF TREASURY <br />REGULATIONS <br />BE IT RESOLVED by the Board of Commissioners of Cabarrus County: <br />1. The Board hereby finds, determines and declares as follows: <br />(a) Treasury Regulations Section 1.150 -2 (the "Regulations "), <br />promulgated by the United States Department of Treasury on June 18, 1993, <br />prescribes certain specific procedures applicable to certain obligations <br />issued by the County after June 30, 1993, including, without limitation, a <br />requirement that the County timely declare its official intent to reimburse <br />certain expenditures with the proceeds of debt to be issued thereafter by the <br />County. <br />(b) The County has advanced and /or will advance its own funds <br />to pay certain capital costs (the "Original Expenditures ") associated with <br />financing, in part, the acquisition, construction, installation and equipping <br />
