February 15, 2015 (Regular Meeting) Page 2545 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, February 15, 2016, <br />at 6:30 p.m. <br />Present - Chairman: Stephen M. Morris <br />Vice Chairman: Diane R. Honeycutt <br />Commissioners: Grace M. Mynatt <br />Elizabeth F. Poole <br />Lynn W. Shue <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Pam Dubois, Senior Deputy County Manager; Jonathan Marshall, Deputy <br />County Manager; and Megan Smit, Clerk to the Board. <br />Chairman Morris called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 522 from Grace Lutheran Church in Concord conducted the <br />Flag Ceremony. Scouts participating were: Zavier Shipp, Joshua Ford, Kenny <br />Thompson and Devin Smith. <br />Reverend Steven Ayers from McGill Baptist Church delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the minutes of December 14, 2015 <br />(Regular Meeting), January 4, 2016 (Work Session) and January 19, 2016 <br />(Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Morris reviewed the following changes to the Agenda. <br />Additions: <br />New Business <br />G -5 County Manager - Raging Ridge Road Extension and Bridge <br />Supplemental Information: <br />New Business <br />G -1 EDC - Economic Development <br />Hearing 6:30 P.M. <br />• Project Overview <br />• Grant Analysis <br />• Map <br />Crant Request for Project Burgundy - Public <br />Reports <br />1-3 Finance - Monthly Financial Update <br />• Report <br />Removed: <br />Recognitions and Presentations <br />C -3 Planning and Development - Cabarrus Soil and Water Conservation <br />District - Recognition of Annual Conservation Contest Winners <br />(Moved to March due to inclement weather) <br />Closed Session <br />L -1 Closed Session - Economic Development <br />Vice Chairman Honeycutt advised the need to add a closed session for <br />pending litigation. <br />Note: Later in the meeting, at the time the Board moved to go into <br />closed session, economic development was added back onto the agenda. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Poole <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) Human Resources - Recognition of Tamm B.
